I just got issue 253 on mandatory referenda with this nation (pretty sure it's not for the first time). Can I assume that some time previously, this nation had issue 163 (which allows setting up mandatory referenda) and gave either option 1 (mandatory) or 3 (referenda automatic if demanded by petition)? Or can 253 show up without first receiving 163?
