Crime issues don't seem to be based upon the levels of crime your nation has, and are just arbitrary issues. Why is this, when other stats are taken into account for some issues?
Example: I have no crime. It's described as "totally unknown"
I just got an issue about 'high levels of youth crime'. The options are to impose a curfew on teens, lose civil rights and gain nothing; or abolish curfews, raise civil rights, and give myself crime. Which is ridiculous.
It's lose-lose, so I've had to dismiss two issues in a row now.
Last time I had to dismiss an issue for crime, it was relating to prisons. I have no prisons and no crime, so it was more lose-lose.
