Capital City Bug?

Recently my nation has reached the population in order to name my capital, however, when I go into settings, I do not have the ability to name it, it only says "Unlockable: Awaiting Legislation". Can anyone help me please?

That's normal, it comes at random after you've unlocked that many citizens. Same for me.
