I'm quite surprised to see that my nation's description says nothing about my ppl being intelligent, despite I'm spending 26% of my budget on education. So, what on earth affects intelligence?
The description only talks about the most-recently-answered issues, for the most part. It's also possible that a "your people are smartz" line was just not part of the programme.

Population becomes "intelligent" only in nations with high political freedoms. It seems education plays no role in it. And in dictatorships people are never "intelligent", but nearly always "cynical".
