I re-instituted elections

Right now my country is classified as a benevolent dictatorship but recently I was given an issue that gave me the option to re-institute elections and I said "eh, what the hell" so I said yes. After it took effect the political freedom score went from 32/100 to 27/100 and civil rights went from 75/100 to 74/100. What the hell?! is this just normal nationstates issues shenanigans or is it a bug?

I love the word Shenanigans. :lol:

I suspect a bug because elections=Political freedom unless you went for rigged elections or made it mandatory.

Or perhaps it means you are one of those nations where the leader is elected every X years but during his rule he has all the powers of a dictator.
Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

It doesn't help that, in your nation, "... tax evaders are regularly visited by agents of the Ophelisium Blood Tithe." In addition, the issue probably had little effect because of how many totalitarian decisions you had previously made.
