Is there even conflict in this game?

I don't understand this game. If you can pretend to declare war on someone, there is absolutely no consenquence, because you can't even trade with them to begin with, so it's not like you could cease trading. And I only get two issues to settle a day. Other than this just looks like a very interactive forum.
