you are obviously very new to this game and forum, so let me tell you, First of a new small country like you should not create a new region, second of this is the wrong area of the forum.

Doesn't matter and doesn't matter. Even if you are not the founder, doesn't mean you can advertise in anywhere other than gameplay.
