What is a Left Leaning College State?

I guess Left Leaning, means not right leaning, on the stereotypical left/right political paradigm.

But what's a College State?

What does Left Leaning College State even mean? Most other categories are self-explanatory.

I remember a LLCS being described as a state run by college students... The basic definition of a Left-Leaning College State is a state with high personal freedoms and moderate economic and political freedoms.

I would think that, considering most of the ratings are quasi-comical, it's only a reference to an intellectual state (perhaps run by oligarchs, or perhaps egalitarian, only highly educated) with leftist tendencies.
