Civil Rights: Outlawed, Unheard Of, Rare, Few, Some, Below Average, Average, Good, Very Good, Excellent, Superb, World Benchmark, Excessive, Widely Abused, Frightening
Economy: Imploded, Basket Case, Fragile, Weak, Struggling, Developing, Fair, Reasonable, Good, Strong, Very Strong, Thriving, Powerhouse, All Consuming, Frightening
Political Freedoms: Outlawed, Unheard Of, Rare, Few, Some, Below Average, Average, Good, Very Good, Excellent, Superb, World Benchmark, Excessive, Widely Abused, Corrupted

Excessive, Widely Abused, Corrupted, and Frightening are not necessarily good (in terms of Civil Rights and Political Freedoms), because they're too much. World Benchmark would be the highest for those categories. For Economy, Frightening is the best, followed by All-Consuming, etc.

why is unheard of 'better' than outlawed? surely unheard of implies it's worse?

Sometimes I've wondered, when it says 'crime is unknown' whether (literally) that means there is no crime, or (ironically) that there may actually BE some crime, but we don't know about it (because the police force is nonexistent, incompetent, or corrupt). The only way to know about it is to look, and looking requires the apparatus of a privacy-invasive government, and human nature being what it is, that guarantees some resistance and implicit 'crime'. When you have a hammer, a lot of things turn up that look like nails!
