Can you change your National Policy at will?

So I fixed a issue, and then I got these Notices:
You installed a new national policy: Socialism.
and
You canceled a national policy: Capitalism.
I want to change it back, unless it doesn't matter...

You have to wait for another issue, then if you pick the 'right' option in certain issues, it will change it back.
