In the settings page, there's a throttle option for issues. What's that?

In the settings page, there's a throttle option for issues. What's that?

It sets how many issues you get in a given time. Say you feel overloaded by how often you get issues to answer, the throttle exists to give you the option to extend the duration of time passed before you get another issue.
