Should there be a giant discord?

Not sure where this should be but I would like to ask if there is one gigantic discord server not just the smaller ones that are split up between the regions?

Yes for various aspects of the game (e.g. Issues/GP/WA all have their own servers for their communities) No for everyone being in a single one.

Why would people join this when they can have better discussions in servers like NSWA server, or NSSports server, etc

The NSGP Discord is bad enough as it is tbh

But to give you perspective, TSP's Discord server has 89 roles and I don't even know how many channels. We're probably overkill, but even just a few of the larger GP regions would be too much for a single server to accommodate.

You also don't want to have the same moderation standards for all conversations. Even #nationstates and #nationstates_general back in the day had different (if partially overlapping) sets of ops and slightly different channel cultures even if there were lots of people (including myself) who hung out in both.

Note that neither of those channels were official. The only official NS IRC channel was the one for reporting stuff to the mods.

I doubt that there will ever be an official NS Discord server but if you'd be able to find enough people to be moderators on the server and get enough people to join, feel free to start a server.
