Let's say a "friend" of mine accidentally made their nation a dictatorship, can it be changed eventually?

Yes, it’ll take up to a day to three days to maybe, if this friend is unlucky, a week for the relevant RNG “restore democracy” issue to pop up. Have patience and meanwhile RP it as the WA beancounters having an off day when they misclassed this friend’s nation.
