If you're asking if one individual player is capable of raiding a region singlehandedly, they're not. Raiders operate in groups to take over regions during update. Hopefully that answers your confusion.

Raiders and defenders don’t only log in to different nations, they resign WA and join WA on a different nation as quickly as possible. This is the only other possible answer I could think of aside from what was mentioned above.

You can have more then one nation, but can only have WA on 1 nation at a time. Players will get caught and usually one of the following punishments happen; ejected from WA, perma barred from WA, or nations deleted.

Players that are uninformed will learn quickly not to do it again and players that think they can trick the system will meet unhappy consequences.

So raiders will always be a group of 2 or more players and only rulebreakers will attempt to raid by themselves.

When raiding, it is a group of multiple players, each only operating a single WA account.

As for "Ban raiding!":

Bajillionth verse, same as the first as to why that will not happen. Unless someone ever finally manages to come up with an actual, solid, useful answer to the the same set of questions I ask every time "ban raiding!" has been brought up.

Or, the tl;dr version for those who don't want to go through the links: "Game can't automatically tell a raid WA delegate change from a not-raid WA delegate change. Since raids and not-raids look completely identical to the game, we can't ban raids without also banning not-raids. Banning not-raids would really, really suck for the vast majority of players, so we don't ban either."
