World Black Market Spike

While observing the rankings for Black Markets (today's world census report), noticed something strange:

As you can see, on November 20th, 2019, there was an observable spike in the global black market, which subsequently receded the next day. I'm wondering if anyone would like to help figure out why. My first theory would be that it's the result of a General Assembly resolution, but I can't think of any reason why it would go back down so drastically the next day.

Anyone have a guess?

Update: There was indeed a resolution passed the day before, on November 19th, yet it had to do with Health, nothing related to the black market; further, the resolution was indeed repealed, but not until January of this year.
