Can a founder be a WA delegate?

Hello, I want to know if a founder (who is in the WA) can be a WA delegate. I already know that if there is a tie, it goes to the nation who was in the region for the longest time. So in the event of a tie between the founder and someone else, the founder would be the delegate?

Mhmm yes. However it is recommended that your founder not be the WA delegate as to build up global influence which is a pretty nice thing

Yeah, the founder can be a Delegate too, so it would probably go to the founder in this case (since naturally it's the nation with the longest residency, unless it CTEd before and someone else was in the region longer actually).
