simple as that: if i can restore my ex nation maybe i could restore someone elses nation and lead it

That's a bad idea. It's considered account stealing.
I use NS stats because the Pacific has a guidebook.
I’m Penguinya, a nation which is themed off of penguins, but we have humans too and aims to build a big military. It's just hard to answer issues correctly sometimes...

Im pretty sure its impossible, you can take the name after some years in most cases but not the nation itself Im afraid...

No, you may not. You can revive your own ex-nation, but reviving a nation that does not belong to you is account theft. (And only possible if you have the password to the ex-nation in question.) Ex-nation names can be re-released over time if they meet certain criteria, and if the name has become available again, you may create a new nation with it. But you cannot revive and take over a random ex-nation just because you want to; it is not your account to revive.
