A question about delegates and founders

If a Region's (executive) founder ceases to exist from inactivity, and the region's WA Delegate is non-executive, will it be stuck like that forever? Does it revert back to an executive delegate?

If the founder is CTE, the WA Delegate will automatically become Executive.
