The Confederated East Pacific


Executive Orders enacted in this month of the term have been in short supply, as the Delegate takes a step back to deal with the bigger picture in line with his macromanagement policy. On 11 August, he announced what actions would be considered an Executive Order and mandated that he maintain a structural summary of the Executive branch for transparency purposes.

The Delegate has drafted, with the approval of his Roleplay Representatives a Resolution Recognizing Roleplay Autonomy, which is being discussed with the affected communities before being proposed to the Magisterium. The Delegate is considering more ways to use Resolutions to keep the Executive responsible.

On 31 July, the Cabinet began to discuss a way to reverse the Dynamic RA Policy. The Delegate noted his promise to do so should the policy fail to work as intended, and cited difficulty to understand the system and lack of proper adaptation. The reversal, specifics of which are still being discussed, will not be complete but will bring back Ministries, and simply assign multiple project channels to each Ministry.

On 23 July, the Podcasts team featured on EBC Radio to talk with our Europeian allies about TEP’s government. On 13 August, the Polls project released a poll to increase engagement. The same day, the Recruitment project released a regional telegram advertising the Executive government.

On 7 July, Percy Jackson and the Carnival of Celebrations was announced to the people, a festival which was in planning from the first day of the term. In a few days, it will come to an end, but we achieved over a hundred members. The following day, a separate interregional event was announced, Survivor-based RP based in Europeia, which is set to last three weeks.

Minister Darthrux resigned from his post on 9 August. Nociav resigned from all Executive positions on 13 August. The government wishes these people well in their futures, and thanks them for their time in TEP. Arrangements have been made in conjunction with the Dynamic RA Reversal to assign a new Minister to EPNS.

Votes were held on 12 World Assembly resolutions by the WA Discussion project. In chronological order, the Delegate voted AGAINST Repeal "Museums of Musical Heritage", AGAINST Repeal “Freedom of the Press”, AGAINST Historical Founderless Region Preservation Act, AGAINST Removal of Space Debris, AGAINST Sexual Predator Registry Act, AGAINST Condemn Northern Borland, AGAINST Condemn Elysium Station II, AGAINST The Commision on Sentient and Sapient Rights, FOR Commend The Voice of ARB, FOR Protections During Territorial Transitions, FOR Liberate Realm of the Whispering Winds, and AGAINST Rights for Crime Victims Act.

On 28 July, before his resignation, Nociav coded a feature into Emjay that automatically posts new resolution proposals in the world assembly channel of the discord, and notifies Hussars and the Delegate when voting begins on a resolution, effectively automating the process of World Assembly discussion and voting. A short period of disconnect means two votes were held on some proposals, and Delegate voting may reflect one of the polls but not the other, based on the time the Delegate issued his vote. This may mean the records in this report are not entirely accurate.

Our Chief Ministry of Foreign Affairs has been busy, negotiating a treaty with one of our oldest embassy allies (and fellow GCR), Lazarus. The treaty, titled the Elysian Compact, has been drafted and is currently going through the Magisterium for final touches. On 19 July, embassies were opened with The Black Hawks and Sky Haven, long-time consulates and valued allies of The East.

Our military has been going strong, with major operations such as a delegate bump organized with Legio Pacifica and a joint tag run with The Black Hawks. Flying Chariot Eunopiar has declared success in recruitment, as well, and the command has been discussing possible changes to the rank structure to simplify it, with attendance milestones to motivate soldiers.

ELYSIUM COMPACT

After years of non-hostile yet neutral relations between The East Pacific and Lazarus, the regions have found within each other a sense of friendship. The East Pacific has remained incredibly impressed with the work that Ellenburg and the Lazerene administration have accomplished, a perfect example being the recent Nday event. This, in turn, sparked interest in further relations, which resulted in the historic Elysium Compact. The East Pacific remains excited to continue to grow our relations, even outside the legal sense, with Lazarus, a region we see not only as an ally but as a friend to the East.

Neutralization of Augustin Alliance - The East Pacific relations.


As it stands today, it has been around two years of The East Pacific's diplomatic prohibition on the Augustin Alliance. Many grudges have been held - such as events from NDay 2020 or GP clashes with by-then Consortium members. No better was The East Pacific that, as time went by, switched from a defensive to an offensive approach, making the relations only more hostile and walking towards its goals through corpses.

Yet as of 2020, Conch Kingdom (a member region of the Augustin Alliance) has reached out to Anime Nations Against Liberals via Caer Sidi. A vivid debate has been held - the Command of Anime Nations Against Liberals voted to let the Conch Kingdom in, but not the Augustin Alliance as a whole. The attitude and approach of Conch Kingdom's leadership, during NDay 2022, have caused The East Pacific to create a new, conflicting to the old perspective on AA.

As a result, leaders of the Conch Kingdom and The East Pacific, having made new experiences in friendships, decided to meet between 1 AM and 2 AM (UTC), on October 23rd. The meeting and negotiations went smoothly and positively. After these talks, both sides have decided to forget and forgive the past, whilst Delegate Shadow of The East Pacific has lifted the diplomatic prohibition on the Augustin Alliance. Whilst this report is being delivered, CK and TEP are establishing a Consulate - beginning new diplomatic relations.

Delegate Eastern Alksearia was elected on October 14, 2022, scoring 7 of 13 votes on the first round of elections. They have chosen the following as their cabinet:

Delegate and Regional Flag Contests

The Delegate has hosted two flag contents so far.

The first contest selected the Delegate's flag and ran from October 19, 2022, until October 26, 2022, with the final design chosen by vote on the TEP Community Discord by October 28, 2022. West Nagato created the winning flag below.

The second contest is currently underway, beginning November 11, 2022, and ending on November 19, 2022. The result of the contest will choose TEP's flag from November 20 - 26, 2022.


October-November 2022 Legal Happenings

In the Magisterium, the following developments have occurred since Delegate Shadow's election:
  • Aivintis has been nominated and confirmed as an Arbiter, Vizier, and member of the Voter Registration Directorate
  • Marrabuk has been nominated as a Vizier, following his Viziership lapsing upon recently CTEing
  • A proposed amendment to the Eastern Pacific Soveriegn Army (EPSA) Act seeks to permit the EPSA to grief regions "deemed an Administrative exception by (TEP Admin)"
  • A proposed amendment rewrites the Chief Officer of Justice (COJ) Act. This rewrite seeks to make the COJ TEP's prosecuting attorney office, centralizing the process for criminal indictment
  • A proposed amendment to the Regional Officers Act alters the Election Commissioner's required persistence as an RO, among other fixes

In the Conclave, the following developments have occurred since Delegate Shadow's election:
  • The Conclave concluded a Judicial Review "On the Question of Citizenship and Viziership", answering questions with regard to a Vizier's status after their "Vizier Nation" CTEs. Delegate Shadow initiated this JR
  • The Conclave rejected civil trial for Wallenburg vs Aivintis. Details are only within the Conclave section on the TEP Forums to avoid this newspaper from spreading undue doubts.



ANIME NATIONS AGAINST LIBERALS EXPOSED: THE STORY THE NS LIBERAL ELITE DOESN'T WANT YOU TO KNOW ABOUT N-DAY

TEP participated in N-Day with Anime Nations Against Liberals (ANAL), a faction including 19 of TEP's allies and mutual regional friends, including Thaecia, The Free Nations Region, the Alstroemerian Commonwealths, and our newest consulate, Conch Kingdom to name a few participants.

For Z-Day 2022, TEP's government chose to embrace the undead hordes. TEP succeeded in being the 10th Most Zombified region on NS, and having the 11th most casualties.

Cards Season 3 Releases - TEAPOT to Resurge?!

Just this week, NS Trading Cards Season 3 finally releases after three years since Season 2. Any nations that existed upon survey on November 12, 2022, have a Season 3 card.

The Atlae Isles reports that there are 9 Legendary cards to collect just within TEP, as well as Delegate Shadow's card being available for the first time for GCR Delegate card collectors. What do you plan to collect in Season 3?

Will this spark new life in The Eastern Association of Pacifican Ornamental Traders (TEAPOT), TEP's cards guild? Historically this guild used to provide card incentives to Hussars of the East upon the REWARD program's debut.

IN SOLIDARITY WITH FNR



Last night during the major update, The Black Hawks led an operation that invaded The Free Nations Region and attempted to remove Delegate Sparsdan from his rightful and lawful seat. The Free Nations Region has been one of the closest allies and friends of The East Pacific for many years. Even if the Treaty of Santiago de Chile did not bind our regions together, an attack on them is an attack on us.

Although The East Pacific and The Black Hawks have enjoyed an increasingly close and positive diplomatic relationship in recent times, this cannot stand. We stood by this relationship in difficult times, as an increasingly hostile and anti-raider Gameplay community has pressured The East Pacific into distancing ourselves from The Black Hawks, but we cannot stand by it now. The fact that an embassy ally of ours attempted to attack our longtime friend and treaty ally is unacceptable to The East Pacific’s leadership.

The Black Hawks have reached out to us, asserting that they:
(a) were targeting “random” regions voting in favor of "Repeal: Condemn Ever-Wandering Souls";
(b) did not realize the targeted region was The Free Nations Region; and
(c) were not aware of the Treaty of Santiago de Chile.

These arguments, admittedly in the absence of malice or bad faith, suggest incompetency and carelessness from The Black Hawks when it comes to planning their major military operations and approaching diplomacy with one of their few remaining allies. These arguments do not forgive their actions. The Black Hawks have, however, shown candor as to how such an invasion came to be and remorse for their actions.

Effective immediately, Delegate Eastern Alksearia has ordered the immediate closure of embassies between The East Pacific and The Black Hawks. For the time being, we will cease any military cooperation with The Black Hawks, as we further assess the value of our diplomatic relationship. A consulate will still be maintained until further notice to The Black Hawk’s diplomatic leadership. Let this be a clear statement to the NationStates world - The East Pacific will not stand for any attacks on our allies.

The East Pacific has lent its vote in the Security Council FOR “Repeal: Condemn Ever-Wandering Souls” in solidarity with The Free Nations Region and in protest for the operation, which Ever-Wandering Souls commanded and executed. Additionally, the Eastern Pacific Sovereign Army will begin to take a more aggressive stance against The Brotherhood of Malice and their activities. Their involvement in this failed attack has not gone unnoticed.

I would like to applaud The East Pacific for their swift and warranted response to this. It is fantastic to see regions taking a stand with our common ally in the FNR.

It is good to see that The Black Hawks cannot hide behind feeble excuses of ignorance in situations such as this. I can't help but be reminded of the Nasunia invasion and their claims of ignorance regarding the Treaty of the Waxing Moon - history repeats itself, especially for the Hawks, it seems.

Also, regarding (b)... how the hell did they not know their own targets? Like what even is that part of the excuse? Jeez. And for (a) "Random", what a joke of a justification from them. Good on TEP for putting the foot down.

It doesn't just suggest incompetence and carelessness: it affirms it. The sheer incompetence that TBH and its buddies have demonstrated in recent raids is astonishing, and while I stand by my principles and my vote, it does TBH - and by extension Souls - no favours when arguing to maintain his condemn and as much as I am opposed to the repeal, I think TEP has absolutely done the right thing - and put its allies first. Well done.

Personally, I think the nature of this attack further justifies the continued condemnation of Souls. Maybe it's just that I don't like regions repealing deserved C/Cs as a political punishment. I do understand the position the government is in, though, and as an FNR and TEP citizen I am really glad to see TEP standing with FNR.

tl;dr You gave into that pressure. That's fine, you're informed enough about the state of things to make that choice. Just understand that this pressure is never going to go away for as long as you keep giving into it. They know it works on you now, and they have no incentive to stop.

So if you're going to go down this route, save yourselves the heartache and rip the bandage off completely. Because as long as your region even gives a hint that you're not following the party line, you're going to keep finding yourselves in this position, with people who want to feel like they have power over you putting the screws to you and forcing you to choose between two entities you enjoy spending time with. You'll be fine for now, you even decided to throw in increased emnity against BoM for some reason, just to seal the deal. But their support always comes with conditions. I promise though that the world isn't gonna come to an end if you don't do exactly what they want. They'll just make you think it will.

I realize that - but your statement forgets to say that TEP did not bow to the pressure and maintained the relationship, until TBH raided its Treaty ally. Relations wouldn’t have broken down without that raid, so I’m responding to you by questioning how TEP bowed to the pressure.

Go away Koth. The East doesn't give in to pressure. Even when one of our (if not the) closest allies threw TBH out in March we didn't flinch, if anything cooperation had increased since then. We even hosted NDay with them as founding member where.. guess who, FNR! was here and contributed significantly to the faction. We got a ton of flak from GP for doing so, even Quebec right here called us clowns, ignorant, you name it. We didn't care! Many weren't happy with our closeness to the Hawks: we kept on going because we valued it. Yet here a region with whom we are allied, with whom we share deep ties, was attacked. There's a difference between giving in to pressure and standing up for your friends.

You're not doing your allies any favour by posting blatanly false propaganda here. Granted you probably have stakes, as leader of BoM, to isolate [TBH] even further.

Standing up for your friends is taking action after TBH commits to a hostile action towards one of your friends.
