I haven't seen any talk of adding it as a policy, so not in the immediate future.

Answering welfare-related issues "correctly" to bump up welfare funding can result in what would probably be equivalent to a universal basic income in everything but name.

Indeed. You might note some nations with average income tax rate in the upper 90s, yet still having functioning or even thriving economies - while the government may not be passing out the cost of living to its citizens, enough basic needs are free to the consumer (entirely publicly funded) that it makes little difference to you the player just whose ledger those costs show up in.
