So i know, to get mother knows best state you have to be father knows best state and than do one more thing. The problem is i do not know what that thing is. So can you please help me?

Have a leader that is a woman?

According to heatmap showing the distribution of NationStates Government Categories, personal and economic freedom must be at a medium level and low political freedom. Some players also state that if you have a female leader you will become a "Mother Knows Best State" although I cannot find any answers regarding your question.

Until you reach 750 million in population, you cannot select a leader. However, you can change your "classification" in the settings to Queendom or Matriarchy. That should do the trick.

It doesn't have to be a female nation classification. Simply give our leader a female name (like Vanessa) or a female title (like "Queen" or "Empress") and you will gain the "Mother Knows Best State" classification.

Also, your nation population must be at least 750 million to set the name of your leader.

This dilemma is solved by both answers given by Ebrilond and by New Cabo Azul. And a female name or title should help too. In your case, for Arabian names may be quite difficult to recognize if female or male.

Whether you're an "inoffensive centrist democracy", a "liberal democratic socialists", or so on is dictated by your freedom levels, which are changed by answering issues. For more information on freedom levels and nation classifications, please see this post.

To become a "Mother Knows Best" state, change your pretitle to "matriarchy" or "queendom". Whenever your freedom levels match that of a "Father Knows Best" state, your classification will automatically be listed as "Mother Knows Best".

EDIT: Apparently, adding the words: "Queen", "Mother", or "Empress" to your leader's name will work too (when you can name a leader)
