A Question on Commendations and Condemnations

The Security Council awards a number of commendations and condemnations to various nations and regions. Commendations are typically signals of how much a region or nation has done for the world. Condemnations, conversely, are marks of dishonor, a sign of the crimes a nation or region has commited. However, I was wondering if it would be possible to be commended and condemned. Could a nation be condemned for its crimes and then later turn over a new life and be commended? Or the same in reverse? Would that nation have a condemnation and commendation, or would they just sort of block eachother out? Has this ever happened?

Ja, Sedgistan was both condemned and commended.

Edit: It should be noted that condemnations aren't really badges of dishonor anymore. Sure, they can still be a symbol of the community's disapproval, but now they are mostly given to players of great accomplishment in certain areas of NS. Like great role-players who operate IC evil nations. Or great raiders. Sometimes, SC authors will frame the positive accomplishments of their nominee in an evil light for a condemnation because it's fun, even though what the nominee did wasn't even IC evil.
