How to improve political freedom and lower corruption?

How to improve political freedom and lower corruption?

Basically, I want both to be achieved at the same time - increasing my P.F. to 90 but not letting corruption go above 10 kickbacks per hour (or even lower).
Besides not allowing too many donations for politicians, what can I do about it?

In my experience so far, if an Issue comes up about voting rights or governments or something, there's usually an option that's just some fancy form of "pick this one to raise this value" spelled out.

Do not ban any extreme and militant political parties, that is the main reason why my nation's political freedom has only once fluctuated above 90.
Do not enact sortition, it seems to be the closes option to direct democracy, but NS interprets it as a dictatorship of a random citizen.
Enact policies to preform many referrenda.
Let anyone make suggestions to the government.
Choose sides that do not favour politicians (lower their salaries as much as you can).

You may look at my nation if you like (keep in mind that this is only one way), corruption has been lowered from a max of 50 (thank you, mis-click) to 0.26, and political freedom has fluctuated greatly, but has been above average mostly.

I accidentally enacted sortition since it did look like a direct democracy, ik you cant take away your actions but is there a way I can still improve my political freedom?
