I could go on for hours about how damaging license caps such as these can be on access to professional expertise. For now, however, I ask only this of Dongerland (or whoever created the AA in the first place): Why?
Any Citizen can represent a fellow Citizen as an Attorney. The Association of Attorneys are a group of attorneys who can represent the government in the court on behalf of the Attorney General. There's a cap on Public Prosecutors. If you are citizen filing a case in court you can ask any fellow citizen to represent you. Edit: Also the cap is almost non-existent because the Attorney General can also authorise a citizen to act as a Public Prosecutor in some cases when there's a conflict of interest with the sitting attorneys or if the Attorney General finds a better public prosecutor for a case.
