If I want to change my nation do I just wait for issues? Also I want to make a region

Yes. You simply wait for new issues to appear, answer, and over time see how your nation evolves

If you would like to create a new region, first go into your region -- you are in "Forest" -- and scroll down past all of the links, embassies, and tags. There will be a small link saying: "Tired of life in Forest?" This will take you to a new page for locating regions. Click the button: "Found a New Region!"

Moved from NSG to Gameplay. If you want to change your nation, you need to answer more issues.

You can also write a factbook if you want develop details that are not covered by the issues game.

I'll leave the advice about regions to the GP crowd.
