Preamble
We, the undersigned, do hereby affirm our commitment to certain inviolable principles: democracy; justice, fairly applied; human rights and freedoms; cooperation between nations; and compliance with the statutes of this constitution. In all spheres of human activity, we will promote and uphold these principles to the best of our ability, honouring the sacrifices of those freedom fighters that preceded us. We will strive at all times to maintain the integrity and functionality of the Alliance of Great Powers (AoGP), and to support its legitimately elected government in the formulation and implementation of collective policy. We consent to the Prime Minister's right to appoint and dismiss government ministers.
Article 1: Defence
All AoGP member-states are legally obliged to defend their fellow members from acts of aggression perpetrated by non-member states. In the event of a foreign attack, any member of the AoGP can call upon all other members to exercise their constitutional duty and come to its defence. Upon receipt of such an appeal, the Prime Minister of the Alliance is required to authorise military and economic aid unless extraordinary circumstances are deemed by a sizeable portion of the Alliance's body-politic to warrant further discussion.
Member-states are not obliged to support fellow members in wars of aggression. The Alliance government cannot authorise aggressive military action without the express consent of two-thirds of Alliance members. If such a vote is conducted and carried, however, member-states are obliged to lend some form of material aid - be it military or economic - to the Alliance effort.
In the unfortunate event of a conflict or war internal to the Alliance, the AoGP Prime Minister will have the authority to decide which side - if any - is worthy of official collective support.
Article 2: Foreign Policy
Member-states of the Alliance will retain the legal right to autonomously manage their relations with other, non-Alliance states. Members are strongly discouraged, however, from engaging in amicable relations - including free trade relations - with states that endorse slavery, genocide and/or other crimes against humanity. No Alliance funds may ever be directed to support or encourage such states. Moreover, Alliance members are forbidden from maintaining diplomatic relations with factions against whom the Alliance collectively is at war. During wartime, responsibility for negotiation will be shouldered by the Secretary of State, with input from the membership and direction from the Prime Minister.
Article 3: Economic Policy
Member-states must undertake to provide their citizens with the basic necessities required for a healthy existence. These include food, water and electricity. Members are otherwise free to set their own economic agendas, but may not discriminate against fellow member-states in terms of trade policy. Trade with external factions will not be restricted, unless the faction(s) in question contravene one of the Alliance's principles on democracy, human rights et cetera.
Article 4: Legislation
Any member-state of the Alliance may propose items of legislation for consideration by the Alliance membership. Any item of legislation possessing a majority of votes cast will be passed to the Prime Minister and Deputy Prime Minister for ratification. The Prime Minister may exercise an executive veto upon items of legislation deemed to contravene the spirit or grammar of this constitution. Their veto may be overridden, however, by a two-thirds vote from the membership as a whole.
Article 5: Citizenship
Mere residence in the AoGP region does not qualify a state as a member of the Alliance proper. Prospective members must complete the application form below and submit it to the Secretary of State, who may then approve or reject the application. Applicants have the right to admittance unless they violate one of the statutes contained within this constitution, or unless they have previously made war against the Alliance.
