Preamble
We, the nations of the Pacific, in order to promote peace, strength, and prosperity, form this New Pacific Order. So that the sovereignty of our region will be forever resilient, we commit ourselves to these articles of governance.
Article I - Structure
1. The Emperor and Regent
The Emperor is the sovereign of the New Pacific Order and leads the affairs of the Pacific and its government. Barring exceptional circumstances, the Emperor will also serve as the World Assembly Delegate. As the final and absolute authority within the Pacific, the Emperor maintains veto privileges for any and all legal, operational and functional actions. The Emperor will retain the office for life or until resignation, upon which they will name their successor.
The Regent is named by the Emperor and will ascend to the throne should the Emperor cease to exist without naming a successor. Should the Regent also fall inactive at this time, a majority vote by the Senate will decide the Emperor's successor. In the event the Emperor disappears in an unexplained absence, the Regent will temporarily execute the administrative duties of the office of the Emperor in their stead.
2. Government
The Emperor can create, alter, or abolish any office; appoint or dismiss any member of the Order to any office; and delegate power to any office to the extent that he or she deems appropriate. Such offices may, at the Emperor's discretion, create subordinate positions, delegate power to said positions, and appoint members of the Order to them.
3. Citizens and The Body Republic
Any nation residing in the Pacific may apply for citizenship in the New Pacific Order, which will be granted at the discretion of the Government. Unless an exception is granted by the Government, citizens will be required to maintain membership in the World Assembly and endorse the World Assembly Delegate. In rare circumstances, such as a transition between Emperors, citizens will also be expected to endorse the Delegate-Select. All citizens in good standing will hold a seat in the Body Republic and may contribute their input to the governance of the New Pacific Order. Members of the Body Republic will have the chance to discuss and comment on all applications for citizenship.
4. Residents
Residents are non-citizen nations in the Pacific and subject to the laws of the New Pacific Order.
Article II - Laws
The Government will maintain a public record of all laws for the Body Republic and Residents of the Pacific.
Members of the Body Republic may bring legislative proposals before the Body Republic for discussion. The Government will make every reasonable effort to solicit feedback from the Body Republic before enacting new laws, amending existing laws, or nullifying existing laws.
Article III - Justice
1. Enforcement of Laws
Any citizen punished by the Government under the laws of the Order may submit an appeal to the Government.
When the Government identifies nefarious actors, it will notify the Body Republic and government officials of affected regions.
2. Expulsion
Any member of the Body Republic can submit a motion to expel a fellow member for just reason to the Body Republic. For the motion to carry, a supermajority (75% + 1) of the voting members must vote in favor of the expulsion. Expulsion votes will last for 3 days (72 hours). A motion for expulsion requires at least 10% +1 of the Body Republic to vote to carry. Before any voting begins, there will be a discussion period of 3 days (72 hours), during which time the Body Republic will discuss the merits of the motion and the member may have the opportunity to defend him or herself.
The Emperor and Regent cannot be expelled from the Order by Body Republic vote. The Emperor can pardon any member that is expelled via this process. The Emperor can expel any member without a vote.
Article IV - Amendments
Any member of the Body Republic can submit a motion to amend the Charter to the Body Republic. Discussion will take place for a period of 5 days (120 hours). For an amendment to be ratified, a supermajority (75% + 1) of the voting members must vote in support of it. Amendment votes will last for 3 days (72 hours). A motion to amend the Charter requires at least 10% +1 of the Body Republic to vote on it to be ratified. Each proposed change to the Charter in an Article IV amendment motion requires a separate vote within the Article IV amendment thread to be ratified.
The Emperor must consent to all amendments to the Charter. If the Emperor vetoes an amendment, he or she must publicly explain the reasons for the veto to the Body Republic.

If anything, this probably worsens the issue of democracy, as the Emperor now has a way to figure out who the opposition is.

If what you're trying to imply is that the Emperor can then kick out the opposition, then please don't even bother. That is a beyond refuted argument considering that there are members of the NPO currently who openly disagree with some of the ideologies.
