Between these two blatant instances of clear trolling, and your rapid backslide into spammy/baity shitposting in GP overall, plus that whole "You're on a short leash as a lapsed DOS", the usual more gradual escalation in warnings doesn't necessarily apply.

"Death to jaywalkers" is an old PRL phrase that was extremely popular in GP for awhile.

Uh, yeah, the jaywalkers thing is an existing injoke from before he was DOS'd in the first place, and the vegans thing is stems from a sendup of "NPO delenda est", which in itself, by the way, is literally a latin phrase with an equivalent meaning to "death to the NPO". Unless you're going to start warning everyone that says that too, this is an enormous overreach.

The jaywalkers line is also the lesser of the violations, included to highlight the problematic 'rapid backslide into spammy/baity shitposting' that is part of why he got smacked. The "Death to vegans" was the primary driver. "Death to <organization>" is a far, far cry from "Death to <specific group of people>". One can call for the death of an ideology or organization (generally, wording IS important!) and be fine, but run afoul of the rules when they call for the death of the actual people who follow or participate in that ideology/organization/whatever.

"Death to the NPO" - attacking the organization = within site rules. (Though as a one-liner post, or series of one-liner posts absent any substantive content, it could still get dinged.)
"Death to the NPO's members!" - advocating death of of a specific group of people = trolling = violating the site rules.

Similarly:
"Death to veganism!" - attacking the ideology = within site rules. (Though as a one-liner post, or series of one-liner posts absent any substantive content, it could still get dinged.)
"Death to vegans!" - advocating death of a specific group of people = trolling = violating the site rules.

Add on to that an extensive prior warning history including a lapsed Delete-On-Sight order, dude's on a much shorter leash for bad behavior than Random Joe GPer with a clean slate is. Hopefully that helps clarify things; dude knows where to file an appeal himself, he doesn't need y'all to come jumping to his defense.

I knew what it translates to, and I disagree. "Death to Carthage" and "Carthage must be destroyed" absolutely means the same thing. You don't need extra determining language to determine that Carthage or the NPO are an institution and not individual people. The desired result is the same.
