The League & Concord and 10000 Islands are happy to announce our new bilateral treaty, the Alliance of Tacos and Pupusas. Named for XKI’s renowned regional currency and a similar Salvadoran dish known to be beloved by The League’s WA Delegate, the agreement outlines the future of relations between 10000 Islands and The League, covering a range of topics from standard mutual recognition to territorial recognitions in advance of Frontiers and Strongholds.

In times of continued hostility and belligerence from invaders, it is critically important that defenders stand together across all aspects of the NationStates environment, be it military affairs, World Assembly matters, or more general forms of collaboration. In addition to our status as defender regions, 10000 Islands and The League have shared extensive prior collaboration and have a plethora of mutual allies.

We look forward to the mutual benefits of this new alliance on both a political and community level.

The treaty text isn’t visible to guests :( But the official stance of TSP on this is that pupusas are tastier than tacos, unless we’re talking birria?

The Republic of Europeia and 10000 Islands are proud to announce the ratification of the Treaty of the Archipelagos.

This is a landmark agreement between two of the largest, most historic User-Created Regions in NationStates. Our similar upbringing as storied UCR communities has crafted a strong, underlying cultural understanding between both our respective leaders and citizens.

Our governments are extremely proud to usher in a new era of our relationship, highlighted by increased military, diplomatic, and cultural pursuits. The Treaty of Archipelagos is neither an end goal or a final destination for our governments, but is rather the first page of what will be a long and storied relationship.

Treaty of Archipelagos

WHEREAS Europeia and 10000 Islands share deeply held values and interests, we wish to continue building the relationship we share;

NOW, THEREFORE, Europeia and 10000 Islands agree to the following;

1. Sovereignty

(a) Europeia will recognize only the legitimate government of 10000 Islands as the Council of Nine, led by the Chief Executive, as representative of the Region and People of 10000 Islands.

(b) 10000 Islands will recognize only the legitimate government of Europeia, as determined by Europeian law, as representative of the Region and People of Europeia.

(c) Neither Signatory may cede sovereign control of their region to another entity.

2. Military Undertakings

(a) Neither 10000 Islands nor Europeia will engage in military hostilities against the other, or against one another's protectorates which have been established by regional law and communicated to the other signatory. Participation by 10000 Islands and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.

(b) Neither 10000 Islands nor Europeia will engage in military hostilities against an embassy region of the other signatory, as communicated with and agreed to by the other signatory. Upon the construction of an embassy, signatories must communicate and get the approval of the other signatory for it to apply to this clause.

(c) To the extent practicable, 10000 Islands and Europeia shall provide the other defensive military assistance in case of an attack by an aggressor against their home regions, any regions they have a gameside embassy with, or any territories duly declared per clause 2a. Under no circumstance will either Signatory give direct or indirect aid to the aggressor.

(d) 10000 Islands and Europeia shall not cede sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.

(e) 10000 Islands and Europeia shall aid each other in Delegacy transferrals when requested.

(f) 10000 Islands and Europeia will collaborate militarily for the combined benefit of both regions when practical.

3. World Assembly Matters

(a) Neither Signatory will write or vote for a Security Council Resolution naming the other Signatory, or an entity strongly associated with the other Signatory, without the express approval of the other Signatory. For this purpose, an entity shall be considered strongly associated with a Signatory if it is reasonably likely that the Resolution naming the entity will impact the reputation of the Signatory.

(b) Each Signatory will endeavor, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

4. Diplomatic Undertakings

(a) Each Signatory shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

(b) Each Signatory shall maintain off-site embassies with one another, consistent with facilities provided to other treatied allies.

5. Intelligence Undertakings

(a) Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of engaging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.

(b) The Signatories each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or a regional communications platform, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service, or the need to protect sources. When applicable, Europeia shall provide information to the Chief Executive of 10000 Islands, and 10000 Islands shall provide information to the President of Europeia.

(c) Each Signatory will make it a violation of its internal laws to engage in espionage against the other if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this section shall be deemed self-executing.

6. Cultural Undertakings

(a) Each signatory will endeavor, where appropriate and possible, to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions, and university sharing events. Invitations to such must be extended, where relevant, to either the President and/or a representative of Europeia, or the Delegate or Chief Executive of 10000 Islands.

(b) As soon as practical, following ratification, 10000 Islands and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

7. Recruitment Undertakings

(a) Neither 10000 Islands nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions.

8. Civil Rights

(a) Each signatory affirms its commitment to guarantee freedom of thought and expression, including the freedom of faith and of conscience, freedom to profess a religious or philosophical creed, and the right to freely express and disseminate opinions in any manner or medium. Notwithstanding the foregoing, freedom of thought and expression shall not be construed as providing any protection for speech or conduct that a reasonable person would infer is intended to offend, threaten or insult an individual or group on the basis of that individual's or group's sex, gender identity, sexual orientation, race, color, language, religion, or national or social origin.

(b) Each signatory affirms its commitment to guarantee the right to freedom of peaceful assembly and freedom of association with others.

(c) Each signatory affirms its commitment to guarantee equal protection and equal benefit of the law without discrimination on any ground including sex, gender identity, sexual orientation, race, color, language, religion, national or social origin, property, birth, status, or other immutable characteristics.

9. General Provisions

(a) This Treaty will come into force on the date of ratification by both Europeia and 10000 Islands as dictated by their respective governing procedures.

(b) Either Signatory reserves the right to exit this Treaty. The exiting Signatory must make reasonable efforts to notify the other as soon as possible.

(c) This agreement may be amended by mutual agreement of both Signatories.

(d) Upon ratification, this treaty shall be the sole bilateral treaty between 10000 Islands and Europeia, superseding any prior written documents describing a relationship between the regions.

Recruitment in the Frontier and Stronghold Era



As the much-anticipated Frontiers and Strongholds update draws closer to greatly re-shaping the NationStates world, many questions have been raised in the public discourse that it will be incumbent on the regions and communities of the world to answer.


One such issue is the nature of recruitment and how a post-F/S world will approach it, with speculation occuring on whether or not frontier regions will continue to perform active recruitment in addition to whatever nation spawns they may receive.


Recruitment, especially the more effective forms thereof, is a serious matter. It is the cornerstone of any successful User-Created Region, one that they cannot thrive without. As sizable User-Created Regions, we have all put countless hours and intense organizational effort into building quality recruitment infrastructure. Additionally, we have no firm concept of what return on investment an individual Frontier can expect during the immediate stages of F/S, or the eventual stabilization of the update and the climate surrounding it. It would be careless and irresponsible to entertain the suspension of our current growth infrastructure without first seeing what the return on investment for a successful Frontier region would look like. Abandoning our recruitment frameworks to rely on an unknown and irregular number of nation spawns would undoubtedly open our communities up to security vulnerabilities that we are not interested in creating. Furthermore, with manual recruitment being a centerpiece of Internal Affairs and Integration participation, we do not see it appropriate to reduce avenues for activity and contribution within our regions The direction in which Frontiers and Strongholds will take UCR management and growth is still far too nebulous to choose stagnation over growth.


In recognition of these factors, the signed regions affirm to the public our intent to continue engaging in telegram recruitment at our discretion and consistent with pre-existing treaties following the rollout of the Frontier/Stronghold update. Our regions’ size and credibility is in no small part the result of these programs, and we will continue to utilize them to our best efforts for the benefit of our communities and allies.

The Council of Nine is excited to announce that we have commissioned our own Frontier Region 'A Taco Paradise'!

Frontiers are a new dynamic which will be added to the game in a few months, regions designated as Frontier will have nations 'spawn' inside the region. Our main region, 10000 Islands and A Taco Archipelago will be 'Strongholds' which will retain the founder protections but won't 'spawn' new nations.

More information on the new region, how it will be governed and the rights of the citizens will be published when the laws are unveiled. In the meantime, we will begin preparing the region. For now, it will be passworded and we'll be inviting people to move nations in to the region. This will help build the region up and prepare it to be opened fully.

The Defender Awards began in 2006 as a vision by Northern Chittowa within the Founderless Regions Alliance to create an open and celebratory awards ceremony for the success of defenders in that year. The Awards returned time and time again, proving integral to unifying defending in times of tension and cultivating a collective identity of what it meant to be a defender. Now, the Awards are a core institution of our community that reflects on our shared past and present triumphs that we could not accomplish without one another.

It is with this in mind 10000 Islands, The League, The Order of the Grey Wardens, the Rejected Realms, the South Pacific, and The Union of Democratic States are pleased to announce the ratification of The Award Accords, a multi-lateral agreement on the organization of the Defender Awards.

The Award Accords come from an idea started by Benevolent Thomas to guarantee the continuity of the Awards for years to come. This cultural treaty is intended to outline expectations and obligations for the hosting of the Awards each year, forging a once informal event agreement into a bond of collective stewardship between defender regions.

The Award Accords

1 Preliminaries

1.1 Nature

1.1.1. The Award Accords (the Accords) is a binding treaty between the Parties.

1.2 Purpose

1.2.1. The purpose of the Accords is to allow the Parties, being leading defender groups, to host the Defender Awards.

1.2.2. The Parties recognise the historical heritage of the Defender Awards and their status as a defending institution.

1.2.3. The Parties recognise the Defender Awards held under the Accords as a direct successor to the Defender Awards held prior to the Accords.

1.3 Interpretation

In the Accords:
Host means the Party currently hosting the Defender Awards in accordance with Section 2.
Law includes any established practice in the absence of applicable law.
Party means a party to the Accords in accordance with Section 1.5.
Special Majority means the affirmative vote of at least two-thirds of Parties.

1.4 Parties’ obligations

1.4.1. The Parties must comply with their obligations in the Accords.

1.4.2. Matters not covered in the Accords are left to the determination of the Parties. The Parties must have regard to the purpose of the Accords and to the spirit of the Defender Awards.

1.4.3. The Parties agree to discuss and resolve any disputes that arise from the Accords amicably and through appropriate private diplomatic channels.

1.5 Parties

1.5.1. The Parties to the Accords are each of the following regions or groups that has ratified the Accords in accordance with its Law by the time the Accords come into force in accordance with clause 4.1:
10000 Islands
The Grey Wardens
The League
The Rejected Realms Army
The South Pacific
The Union of Democratic States.

1.5.2. A region or group ceases to be a Party if it:
Ceases to exist;
Renounces its defender status;
Participates in the invasion of another Party; or
Announces its intention, in accordance with its Law, to cease to be a Party.

1.5.3. A region or group also ceases to be a Party with the agreement of a Special Majority.

1.5.4. A region or group may become a Party with the agreement of a Special Majority. The new Party will be added to Section 2.2 in the final position, unless otherwise agreed by a Special Majority.

2 Hosting of the Defender Awards

2.1. The Defender Awards are held once every calendar year.

2.2. The Parties are to host the Defender Award in the following order, beginning in 2023:
The League
10000 Islands
The South Pacific
The Grey Wardens
The Union of Democratic States
The Rejected Realms Army

2.3. If a Party is unable to host the Defender Awards in its designated year, it must inform the other Parties as soon as possible. The next scheduled host that is able to host the Defender Awards must take over hosting, and the two Parties swap their places in the hosting order. The Parties may publish a hosting order list reflecting any changes made to the order in clause 2.2.

2.4. Any other change to the hosting order in Section 2.2 must be agreed to by a Special Majority.

3 Conduct of the Defender Awards

3.1. Announcement

3.1.1. The Host must publicly announce the proposed schedule for the awards, and the awards to be awarded under Section 3.2, at least 72 hours before the beginning of nominations.

3.2 The Awards

3.2.1. The staple awards must be awarded. The Host must decide which of the optional awards, if any, are to be awarded. The Host may propose additional awards, which must be agreed to by a Special Majority.

3.2.2. The staple awards are the following awards, as described in previous Defender Awards:
Defender of the Year
Ananke Award
Anarchtopia Award
Sir Lans
Operation of the Year
Newcomer
Lifetime Achievement
Best Defender Quote
The Numero Capitan Award
Karputsk Award

3.2.3. The optional awards are the following awards, as described in previous Defender Awards:
The Worst Invasion / Worst Operation Award
Meltdown of the Year
The Belgium Award
The Worst Invader Group
The Eluvatar Award
The Blackbird Award
Mentor of the Year

3.3. Nominations

3.3.1. If a player proposes a nomination, and it is seconded by another player within the nomination period, the nominee must be placed on the ballot.

3.3.2. Despite clause 3.3.1, the Host may reject a nomination made in bad faith. A rejection must be made as soon as reasonably practicable after the nomination, and the rejection must be communicated to every other Party at least 24 hours prior to the end of the nomination period (which may be extended if necessary). A Party may object to the rejection prior to the end of the nomination period. If an objection is made, a majority vote of the Parties is required to uphold the rejection. Parties have 48 hours to vote on the rejection, and the nomination period must not end during the vote.

3.3.3. The Host must allow at least 7 days for the nomination period.

3.4. Voting

3.4.1. The Host must publicise a ballot containing all nominations made for all awards at the beginning of the voting period.

3.4.2. The Host must allow a period of at least 7 days for voting.

3.5. Means of nominations and voting

3.5.1. The Host must either:
host the Defender Awards in a platform that is publicly available, irrespective of gameplay alignment or regional affiliation, and viewable by unregistered users; or
publish all information required to participate in the Defender Awards, including in relation to nomination and voting, in a regularly updated dispatch on the NationStates site.

3.5.2. The Host must accept nominations and votes via Telegram from any NationStates player whose identity it can ascertain and who is of good out-of-character standing. The Host may also accept nominations and votes in any other way.

3.5.3. The nation that publishes the Dispatch and accepts nominations and votes via Telegram must have “Defender Awards” in its name.

4 Final Matters

4.1. The Accords come into force on 16 February 2023 if there are at least 4 Parties.

4.2. Except as otherwise provided, the Accords may be amended by an agreement of all Parties.

4.3. A Special Majority may agree to terminate the Accords.

The following statement is made on behalf of 10000 Islands regarding recent events relating to The North Pacific and our region.

As many of you will be aware 10000 Islands were signatories on a statement which responded to Lone Wolves United's thread here: viewtopic.php?p=40487320#p40487320.

We would like to retract our signature from this statement and offer our humblest apologies to The North Pacific, its citizens and its government for everything that transpired over the last week. That includes signing on to a pact to vote against SC proposals aimed at recognizing TNP nations, as well as not approaching TNP beforehand to discuss matters at hand.

Over the last few years, with the support and hard work of Hulldom, 10000 Islands and The North Pacific had begun to make great strides to improve our relations. This ultimately culminated in 10000 Islands recently voting to request an embassy with The North Pacific. We recognise that our recent and past actions have harmed relations between our two regions and will endeavor to put things right.

We hope that in the future we will be able to follow this statement up with not only words of goodwill, but with actions demonstrating our commitment to good relations with The North Pacific.

Once again we unreservedly apologize to Hulldom, The North Pacific's Government and its citizens. This apology encompasses recent actions, as well as all past actions and grievances between 10000 Islands and The North Pacific.

So even though Hulldom worked to improve relations between XKI and TNP you guys still threatened to kill TNP C/Cs and then proceeded to throw him under the bus and blame him in the previous statement on which Lenlyvit proudly displayed his signature? With friends like these, huh.

I will admit that I did not read the statement that was drafted before giving my permission to have my name added to it. I wasn't on much for the talks surrounding the whole ordeal, and will take the full blame for making the FA blunder and shit show that it was.
