COE deserves better, and for that matter this game and the Security Council as an institution deserve better than to have what is commendable and what isn't decided by the intellectually lazy, black and white worldview of 10000 Islands. There's absolutely no reason we should just surrender and let this extremist view of the game win because you and others say it can't be beaten. It has been beaten before, it will be beaten again. It's only a matter of time and effort.

That's fine in of itself, just like WALL will do WALL. It's the ridiculous hardline stance against anything that's ever touched raider. While I'll admit XKI is uhh more liberal and less isolated than years past, it's also had a history of blurring the lines between Raider Bad IC and OOC.

Yes, I'll agree to that last point there and I'll admit it's something some of us are working to correct. Quite a number of us either don't or no longer hold to that degree of defender moralism, and I hope it's something our community will continue to work on. Just don't expect us to change our stance on regional security though, I doubt we will.

January was an election month in 10000 Islands, with two Senate seats at contest. Incumbent Senator for New Republica South Aschente announced that they would not be running again, and incumbent Senator for Blue Canaria North HumanSanity declared their intention to run for that vacated position. HumanSanity defeated Dorab in the race for New Republia South, and now has the distinction of having held all four Senate seats in the region, at various times.

The race for Blue Canaria North was entirely open, with candidates THX1138 and Dandhican both running in their first election, and both as independents. THX1138 garnered the most votes, and joined XKI’s regional government.

The Council of Nine thanks Aschente for their service.

Maintaining a friendly presence in our embassy nations is always a priority, and the region is pleased to announce that HN67 has been hired as 10000 Islands’ emissary to The Hole to Hide In. Marxist Germany will represent XKI in Greater Dienstad and HumanSanity has been hired as emissary to Renegade Islands Alliance.

Other notable regional appointments include Woonsocket, returning as Regional Reserve Chair, with The United Royal Islands of Euramathania being brought on as Deputy Chair. URI will also be the new Manager of the XKI Casino.

Special Feature: XKI Population Explosion!

By now, most are aware that January saw Nations States featured on a popular subreddit, and the ensuing interest in the game was astounding. The influx of new nations over a 2 to 3 day period was unprecedented in recent memory, and at the peak of this influx, new nations were joining the game at a rate of 4-5 per second.

10000 Island recruiters were at the ready, and despite there being more new nations than could possibly be reached, a significant number did receive the region’s message of welcome, and made the jump to the Islands.

Thanks in large part to the efforts of the recruiting team (and most notably by recruiting guru United Counties of Escanaba) XKI saw an overall increase in population of 223 nations in January; an increase so large, it garnered the attention of the international press https://nationstates.news/the-shift-january-2020/2265/

Second place, the Baden-Wuerttemberg Ruby Prize, was awarded to The United Royal Islands of Euramathania for their contributions to the automation of the monthly Mortimer Report. Meet A Nation Interview

This month’s interview features prominent Islander Mingulay Isle, TITO Knight and Tactical Officer, and Nation States player since 2015. Ming was kind enough to share a bit of their history and some advice for newer players to the game:

THX: Let’s start at the beginning: How did you first find Nation States, and, when did you join 10000 Islands?
Ming: I was invited to Nation States by Lennia when they were just starting Oatland back in 2015. I didn't join XKI until 2018. So I'd already gotten my feet wet in NS, being involved in Forest, Oatland and others.
THX: Can you expand on what you mean by ‘getting your feet wet’?
Ming: I started branching out into regional gameplay pretty much immediately with Oatland, basically designing its government system, and in the general assembly, where I participated as its delegate.
THX: How do you find life in XKI since moving here?
Ming: XKI is a region where you can experience nearly anything NS has to offer, be it debate(real stuff or WA), military gameplay, or regional events. We even have a regional economy. That was
appealing for me since I like diving into as many aspects of NS as I can.
THX: What drew you to Defending?
Ming: I was always a defender at heart, but it wasn't until the LWU coup on Lazarus that I started engaging in R/D gameplay, first independently, and later as a member of TITO.
THX: What is your most notable deployment since joining TITO?
Ming: Definitely the liberation of The East Pacific last year. After LWU's coup in Lazarus I hoped that GCRs, their embassies, and defenders would take lessons from the failures there, but I didn't expect that the next year I'd not only take part in the interregional response, but champion it as a commander in one of Nationstate's most prestigious military organisations.
THX: I note that your national animal is the boar, and a boar also appears on your nation’s flag, what's the significance?
Ming: Well, boar are a recurring theme in Scottish symbolism, and Mingulay Isle takes inspiration from the real world Mingulay island in Scotland. Boars are also often a symbol of strength, tenacity, and ferocity, which suits a nation created for defender gameplay.
THX: Any advice for players just starting out?
Ming: Do your homework and don't be afraid to ask questions. NS has great depth of gameplay and a rich community. There's a wealth of guides, and plenty of experienced players to help you navigate it. Take full advantage of that.

I'd like to politely ask the government of 10000 islands if they would reconsider their position regarding aurelia. I've made efforts in the past to get permission from all parties involved to use the region. TKI and the only RO of aurelia, atlantica, are the only people I have yet to hear a response from.

Currently it looks like district IV is the only thing keeping aurelia from being a trophy of NSleft, the communist/anarchist communities of NS. I would rather use the region for roleplaying. Alternatively I would see the region permanently preserved as a memorial and auraelia declared the successor region. I hope you as a community can approve my request.

It was a sobering moment in February when regional super-administrator Paffnia announced that they would be taking a step back from some of their long-held Island posts, and most notably from their role as Minister of Labor (meaning a departure from the regional Council of Nine), and Registrar-General.
Fortunately, Paffnia will continue as Cartographer-General, Regional Genealogist, Ambassador, and Chairman of Taco Island Charities

10000 Islands thanks Paffnia for their extraordinary service to the region in these critical roles, and our gratitude that they will continue in those positions that they will maintain.


As a result, Senior Senator for New Republica South HumanSanity has been appointed new 10000 Islands Minister of Labor by Regional Chief Executive Markanite. The transition will take place in early March, leaving a brief vacancy in the Senate seat for NRS. The seat will therefore be up for election for a partial term, in March.

Taking over Registrar-General duties is current World Assembly Delegate Kuriko, also appointed by CE Markanite. This is a non-Council position.

Other notable appointments include Dorab, Haivon, Grea Kriopia, and Warris who have all become Cultural Office Assistants for NS Trading Cards.

In the case of Kuriko, the liberation submitted proved unnecessary after raiders departed the target region, so the vote went against by design. Meet A Nation Interview

This month we take the opportunity to interview an Islander who has been with us only 2-and-a-half years, but who has been a significant contributor to regional government and is a central figure in regional culture. Jabberwocky is an Order of the Islands recipient, Knight of TITO, XKI Emissary to both European Union and Capitalist Paradise, XKI recruiter, Regional Pollster, former Senior Senator for New Republica South and Council member, and is Editor-in-Chief of regional newspaper The Mad Surfer.

THX: Thanks for taking the time to do this. Any involvement in Nation States prior to creating Jabberwocky? Any other regions before joining XKI?
Jabber: This is my first foray into NS. I drifted from region to region for several months before landing in XKI. None of the earlier regions made a big enough impression to remember them.
THX: What place does being in TITO have in your NS experience?
Jabber: It is the reason I'm here, my sine qua non. I wanted to be a defender, so I found the right place.
THX: In addition to joining TITO, you jumped into regional government with both feet. How long were you Senator for New Republica South?
Jabber: I was Senator of New Republica South for one gratifying year. During my tenure, I resurrected the Monthly Council Report, which had not been published for six months or more. I also streamlined the political party system by weeding out inactive parties and by promoting political activity.
THX: You are Editor-in-Chief of the regional newspaper The Mad Surfer. What do you seek to bring to the region by way of this publication?
Jabber: I think TMS is my contribution to the arts here in the 10000 Islands. It is my meager attempt to promote both literacy and levity.
THX: Was there a predecessor paper in the region, or did you start from scratch?
Jabber: Sir Aersoldorf had published The Mad Islander, a considerably different publication, which had become defunct. Wanting to make some sort of contribution to the Islands that gave me a home, I took a chance with a pilot issue. It met with favorable acclaim, so I just kept doing it.
THX: You usually interview others as part of the monthly edition of TMS, how is it to have the tables turned?
Jabber: It's time I got a taste of my own medicine, wouldn't you say?
THX: One of your go-to interview questions for others relates to their favourite conspiracy theory, so, what is your favourite conspiracy theory?
Jabber: I don't believe in conspiracy theories because they are a tool of the Overlords to make us paranoid.
THX: Agreed, and they’re probably reading this, so let’s move on. Tell us a bit about your nation’s founder, Sherlock Quixote?
Jabber It is widely believed that he is a direct descendant of the famous Don Quixote whose adventures were extolled by the equally heralded Miguel Cervantes de Saavedra. Skeptics maintain that the Don was a fictional creation. Traditionalists categorize those skeptics with those who would suggest that Shakespeare's works were actually scribed by Sir Francis Bacon or Christopher Morley. Ultimately, who cares? The important thing is that they were written. By that same logic, does it matter if Lord Sherlock is the actual descendant of the genuine Ingenioso Hidalgo de la Mancha or of a fictional one? It is much more elegant and aesthetically pleasing than truth.
THX: And finally, would you like to live in the nation you've created here in Nation States?
Jabber: I certainly would; it is an Island paradise.

10000 Islands Best Flag Competition

It is my distinct pleasure as Cultural Officer of 10000 Islands to announce the return of the Best Flag Competition to 10000 Islands! This event has a storied history, having been run for years by Anime Daisuki but fallen out of circulation in recent times. Accordingly, the Cultural Office has decided to bring this back! To further enhance the cultural experience of the contest, we have decided to supplement it with a contest for national mottos and to invite our friends from other regions to participate with us.[/align]

Best Flag Competition

Over the next week, nations may "sign up" by submitting an image of their flag in this sign up thread, along with a link to the flag that is being submitted, or via NationStates telegram to HumanSanity using the nation with the flag you wish to submit. The rules for submissions are as follows:

• Flags do not need to be resized when they are submitted, but will be resized by competition organizers to 130px width (if rectangular) or 100px on each side (if square).
• Submitted flags must be original artwork by the player. Flags may not be game-provided flags. If your flag was created by another player, you may still enter it but you must credit the player who created it when you make your submission.
• Flags must meet NationStates site rules and may not promote hate speech or otherwise promote fascist or hateful ideologies.
• The flag must be currently in use on a NationStates nation controlled by the player.
• All nations are welcome to participate regardless of 10000 Islands citizenship status.
• Any disputes over the rules will be adjudicated by the event planner, HumanSanity.
• Each player may make only one submission but may submit a flag on any nation.

Submissions will open on 4/8 and close on 4/15 at 5 PM EDT.

After the sign up period, flags submitted via the forum will be randomly assigned into "groups" for a round of forum-side voting between 4/15 and 4/22. The top several entries in each group will advance to the final round of voting between 4/22 and 4/29.

Flags submitted via NationStates telegram will be voted upon separately using the NationStates on-site polling platform in 10000 Islands between 4/15 and 4/22.

After these preliminary "group" voting rounds, the final round of voting will occur entirely on the 10000 Islands forum. Exact voting procedures will be announced once the number of entries becomes more clear.

The ultimate winner of the Best Flag Competition will receive a 50,000 Taco prize and a copy of the NS Trading Card Season 1 Epic Anime Daisuki. This give away is made possible due to a generous donation from Feu de Glace who has the sincerest appreciations of the Islands. The runner up will receive a 10,000 Taco prize and a copy of Season 2 Legendary Candensia.

A separate prize will be available to the best performing on-site flag - they will receive a Season 1 Epic Tzo NS trading card.

Best Motto Competition

Separately, the Cultural Office will be running a best motto competition. The best motto competition will be run through the 10000 Islands Discord including submissions and voting.

Submissions can be made in the channel #best-motto-submission. After a week of submissions, we will enter a voting period structured based on the number of submissions at the discretion of the Cultural Officer. When the voting period opens, a channel for discussion (#best-motto-discussion) and a channel for voting (#best-motto-voting) will be opened. Participants may discuss in the discussion channel and cast their ballots in the voting channel.

The following are rules for motto submissions:

• Mottos must be the motto of a nation on NationStates controlled by the player.
• Mottos must meet all NationStates site rules and may not promote hateful ideologies. Additionally, all submissions and discussion must meet Discord rules.
• Mottos must be relatively original. Mottos which are made by the NationStates motto autogenerator will not be accepted.
• Any disputes over the rules will be adjudicated by the event planner, HumanSanity.
• Each player may make only one submission.
• Players may provide translations for their mottos to be listed on the ballot if they are in a foreign language.

Motto submissions are due 4/15 at 5 PM EDT.

March Elections

Scheduled elections took place in March for the positions of World Assembly Delegate, Senator for Himes West, and Senator for Lyonnesse East. Additionally, the seat for Senator for New Republica South, left vacant after HumanSanity transitioned to Minister of Labor, was also open for election for a partial term.

As his final act as Senator for New Replica South outgoing NRS Senator HumanSanity hosted Delegate and Senate Election Debates prior to voting.

Incumbent WA Delegate Kuriko entered the race in a bid to serve for a second consecutive term. Although the result was easy to predict given Kuriko’s popularity, long standing XKI resident and former Senior Senator Hakketomat ran a lighthearted campaign to make a race of it. Hakke managed to garner 8 votes, but with Kuriko getting twenty more than that, the victory was decisive.


Incumbent Senator for Lyonnesse East The United Royal Islands of Euramathania and incumbent Senator for Himes West (Gaming User) Marxist Germany both ran unopposed, and will continue in their respective roles.

The most hotly contested seat was for Senator for New Republica South and the oversight of regional debate in The Grand Debate Hall. Long-time Islander HN67 went toe-to-toe with relative newcomer Dorab and the race was within a few votes from start to finish. In the end HN67 was elected Senator and Council of Nine member, with 20 votes to the opponent’s 15.

Congratulations to the winning candidates and to all who put forth a strong campaign.

Additional Government Changes

10000 Islands and TITO wish to thank The United Royal Islands of Euramathania for their temporary stewardship as TITO Executive Officer. Former XO Aschente has returned to this role in a full-time capacity, and will also maintain their role as a TITO Technical Liaison.


The Knights Apprentice of Sargon Reman will no longer serve as 10000 Islands’ Minister of Immigration or WA Secretary. The region extends its thanks to Sargon Reman for their service in these roles.


THX1138 has stepped down as Senator for Blue Canaria North after being selected as the region's replacing Minister of Immigration by Chief Executive Markanite. Deputy Minister duties will continue to be carried out by Haivon

BULLETIN - Kuriko elected as WA Secretary-General

While this is the report for March, we would be remiss not to extend our congratulations to XKI World Assembly Delegate Kuriko on their recent election as World Assembly Secretary-General as well as to Vice Sec-Gen The Salaxalans.

We also wish to extend our congratulations to all of the final five candidates and their running-mates on a good race. Our thanks to the many, many regions who boosted for Kuriko, and to all those who cast contributing votes. A full report on results will appear in the report for April.

Around the Islands

~ The Council of Nine has voted in favour of creating an RMB RP Embassy Region to provide a venue for those in XKI who enjoy RMB roleplaying. This region will remain uninhabited and only accessible to those residing in XKI. The naming of the new region has been put to citizens in the form of a New Region Naming Contest with a 20,000 Taco prize for the winner.
~ Minister of Education The Tasmanian Islands has selected Grea Kriopia as March’s Featured Nation. GK has been an outstanding newer member of the XKI community, and is already making notable contributions in Culture, Immigration, and TITO. Congratulations GK!
~ Minister of Labour HumanSanity laid out the groundwork and began scheduling for the new XKI RMB Job Fairs to take place in April.
~ Regional Delegate Kuriko organized a weekend visit to XKI embassy region The Hole to Hide In for a cultural exchange.
~ In the realm of WA voting, Kuriko has also opted to remove the Delegate’s Prerogative option from individual resolution voting on the XKI forum. This as a means to see voters making a clear yes-or-no choice.
~ Prolific regional author Jabberwocky was selected as the winner in the recent Gulliver’s Travels Contest, hosted by the Ministry of Culture. Congratulations to Jabber who won a Legendary Independent Planets NS Trading Card.
~ Long time Islander Tuga Nation, who is a front line health worker in Portugal began a thread to share their experiences in the fight against the COVID-19 from their first-hand perspective. Notable XKIer The Knights Apprentice of Sargon Reman tested positive for COVID towards the end of March. We are happy to share that SR is in good health and nearing full recovery and the end of their quarantine period.
~ The end of March in Taco Island brought a sign-up thread for Werewolf 66 which will be carried out in April. Hopefully the ongoing North Taco Island skunk problem won’t throw the beast off the scent.

Meet A Nation Interview

This month we had the exceptional good fortune of finding 10000 Islands’ WA Delegate Kuriko with a few minutes to spare, and a willingness to answer some questions. While this is the March report, given the recent election as WA Sec-Gen, we added a follow-up question last week..

In addition to being XKI Delegate and newly elected WA Secretary-General, Kuriko is also XKI Chief of Staff, Registrar-General, overseer of Foreign Affairs, TITO Knight and former Tactical Officer,and currently holds the record for most Security Council resolutions passed.


THX: You’ve spent many years in NationStates. What is the most significant change to the game since you started?
Kuri: I think the single biggest change was the addition of Cards. And what a great change that was!!
THX: While you’ve been Delegate in XKI, you’ve been unable to actively participate in Defending activities. Do you ever get itchy to get involved again?
Kuri: I definitely do get itchy but being able to participate in planning takes part of that itch off. Just because I'm WA locked doesn't mean I'm not defending in some way. As to me returning to active defending, that's a definitive yes.
THX: What does your recent election as WA Sec-Gen mean to you?
Kuri: The result of the Secretary-General election meant a lot to me, especially because I had good competitors the whole way. It actually gives me a real chance to lead by example and try to make a difference in the WA even if it's a small one.
THX: You are the most successful author of SC resolutions and deeply engaged in the Security Council. What do you think could be different there?
Kuri: There are certain standards within the SC that I believe have merit, such as not self-commending and the content of a proposal being good. Other aspects need change I feel, and that is opening up the SC to more than just Game Players.
THX: What about this game keeps you here?
Kuri: I think what keeps me here more than anything is the community. Outside of NS I'm not a very social person, but the community on NS is wonderful.
THX: Talk about your relationship with fire.
Kuri: Well, as many might not know I am a volunteer firefighter for my home town. Up until the COVID outbreak I was in the middle of getting my State Fire I/II certification in order to be trained at an officer level, and in order to go into a burning building to save lives. But since the COVID outbreak that course was put on hold, and I don't know when we'll be able to resume it again.
THX: In a few months you will be obliged by XKI law to resign as Delegate, what are your plans in the region afterwards?

New Government Appointments

~ 10000 Islands newest Ambassador to The Rejected Realms is Grea Kriopia. Eastern New England will serve as XKI Emissary to New West Indies. Wille-Harlia was appointed Emissary to Hartfelden. Congratulations to all three on their new appointments, and, kudos to Foreign Affairs maven Kuriko and XKI Minister of Labor HumanSanity who have now filled all diplomatic positions in the region.

A New Home for XKI Fast Roleplay

With the dramatic influx of new nations to the game after the Reddit boom earlier this year, the Council of Nine sought a creative solution to the accommodation of those newer nations that crave a quicker style of RP than TGs and the forum could allow. Not wanting ongoing RP to choke the regional RMB, the decision was reached to create an RMB-only region, with an embassy and RMB access exclusive to 10000 Islands residents.

Thus, A Taco Archipelago was born, and just in time for the latest wave of new nations in April, courtesy of Youtuber Drew. After a short period of transition and a few growing pains, the new region’s RMB is thriving with RP activity, international intrigue, murders, poisonings, skirmishes , and trade agreements. Lore in the region is growing at an exponential rate, and with such easy access and a welcoming core of RPers, early results suggest A Taco Archipelago will become a significant part of the 10000 Islands landscape.

10000 Islands Population Explosion

First and foremost, congratulations and sincere thanks must be extended to 10000 Islands’ exceptional Recruiting Team all of whom burned the midnight oil throughout April to tackle both of the Youtube waves of new nations to the game. The results of those efforts speak for themselves. At the start of April, XKI’s population was 1464 nations, by the end of the month 2761 nations were calling XKI home. Total new nations joining 10000 Islands during April was 1297. While there will no doubt be a downturn as the uncommitted nations begin to CTE (any day now) the region is anticipating good retention, thanks to a broad scope of engaging regional activities.

~ Recent arrival to XKI Constantinolia was named April’s Featured Nation. Constantinolia has joined the XKI Cultural Team and is active in the field of NS Card Collecting, boasting the top deck in the region. Congratulations on being selected as Featured Nation by Deputy Minister of Education Sargon Reman
~ Nations Grea Kriopia and Controlitia have been appointed as members of regional Community Watch to provide more moderation and greater security in light of the huge increase in new nations.
~ Cultural Officer HumanSanity hosted a variety of Interviews with prominent NationStates players as part of the 10000 Islands Best Flag and Motto Competition. Voting in the competition has now ended, and the winning flags and mottos can be viewed at the bottom of this dispatch
~ Senior Senator for Himes West and regional RP Czar (Gaming User) Marxist Germany held the April Trade Pacts Competition where nations sought to engage others in mutual trade agreements. The winning entry Liberal Understand and Agreement on Commerce featured agreements between nations Paffnia, HumanSanity, The United Royal Islands of Euramathania, Dorab, Jabberwocky], and Tuga Nation. Congratulations to the winners, as well as to runner-up Trade Pact Perria International.
~ Congratulations also to Senator for Blue Canaria North Pelanesomunk who was selected as April’s Q2 Rookie of the Quarter. Pel has been quite active in the region, was appointed interim Senator for BCN, joining TITO, and being awarded top recruiter for March. Well done!.
~ Cartographer-General Paffnia launched the new Islands Space Programme, focusing initially on lunar exploration, and allowing nations to invest their hard-earned Tacos on the components and technology required to establish bases on the newly crafted moon-map. This program leaves infinite room for expansion into the wider galaxy and will provide years of adventure for XKI residents.
~ WA Delegate Kuriko announced a weekend visit to embassy region India. A variety of Islanders popped over to their RMB and Discord to say ‘Namaste’ during the event, and RMB exchanges between the two regions extended well beyond the weekend.
~ With the many hundreds of new nations arriving on the region’s shores in April, a variety of live RMB Q and A sessions were coordinated by Minister of Labor HumanSanity. Prominent Islanders and government officials took to the RMB to answer questions, provide guidance and welcome newcomers to the region. Delegate Kuriko of 10000 Islands and Delegate Marrabuk of The East Pacific hashing out final details of the Treaty of the Waxing Moon

Announcing the Treaty of the Waxing Moon

Diplomats from 10000 Islands and The East Pacific, recognizing the two regions' history of friendship and appreciation for each other's traditions, governments, and communities, have negotiated the Treaty of the Waxing Moon and it has been ratified by the Council of Nine and Magisterium respectively. The Treaty of the Waxing Moon recognizes each region's respective regional government, contains provisions for mutual defense against enemies foreign or domestic, and has each party agree to respect the sovereignty of the other region's embassy partners. It is the belief of both parties that the Treaty of the Waxing Moon will codify and continue an era of cooperation between the two regions.

Now that this chapter of XKI-TEP history is written, ghostwriter Kuriko tried her very best to avoid Marrabuk hosting an all-too-Marra party in Council of Nine chambers with little success, fortunately HumanSanity and Avinitis intervened to convince Marrabuk that instead of a weekend binge the theme of the party should be joint agreement that Libertanny is smelly and procured a sufficient quantity of cake to curb each of the Delegates' worse tendencies.

Treaty of the Waxing Moon

Article I: Mutual Recognition

Signatories recognize the Government of The East Pacific, as established by the Concordat, and the Council of Nine as the respective official governments of The East Pacific and 10000 Islands.

Article II: Diplomatic Relations

To ensure continuing diplomatic relations the Signatories shall maintain in-game embassies on Nationstates.net, off-site embassies on their respective regional forums, and diplomatic representatives within each other's region, to the best of their abilities.

Article III. Non-Aggression, Mutual Defense and Intelligence

Section 1. Signatories shall not:

(a) engage in any military hostilities against the home region of the other Signatory;

(b) engage in any military hostilities against an embassy region of the other Signatory, including providing military assistance to another military doing so, unless said embassy region has declared a state of war or engaged in hostilities against either Signatory or an embassy region thereof;

(c) attempt directly or indirectly, or give any form of support to, a coup d’état or any other acts of subversion against the legitimate recognized government of the other Signatory;

(d) in any way commit acts of espionage, subterfuge or other subversive operations against the legitimate recognized government of the other Signatory, or any of the other Signatory's off-site properties.

Section 2. Signatories shall:

(a) provide military assistance in case of a military attack against the home region of the other Signatory;

(b) provide to each other intelligence, on a need-to-know basis, on any of the hostilities or actions, or potential hostilities or actions, including by third parties, as listed under Section I of this Article, unless doing so would violate applicable laws, or the terms of service for NationStates or said Signatory's forum provider, or unduly compromise said signatory's sources of information. If this intelligence relates to actions of the other Signatory's Delegate, then it will be provided to the Viziers of The East Pacific or the Chief Executive of 10000 Islands;

(c) keep any shared intelligence confidential on a need-to-know basis within the signatory's government and make public intelligence on terms mutually agreed upon by the other signatory.

Article IV: Ratification and Termination

Section 1. This treaty shall be ratified by completion of the respective legal process in each region, and each Signatory shall record the complete text of this treaty in its appropriate record-keeping place.

Section 2. Either Signatory can terminate this treaty in writing to the other Signatory, providing at least three days advance notice to the other Signatory, such termination not constituting an act of war or a hostility by the terminating region.

May Elections

Scheduled elections took place in May for the positions of Senator for New Republica South and Senator for Blue Canaria North.

Controlitia of MSPP defeated Dorab of WIP with 32 votes to 28 to become Senator of New Republica South.

Grea Kriopia of MSPP defeated Shy Guyia, an Independent, with 47 votes to 17 to become Senator of Blue Canaria North

Additional Government Changes

~ Some new faces joined the FA team as Valars was appointed Emissary to Warzone Sandbox and Wille-Harlia was appointed Emissary to Independent Order as XKI opened new embassies with both regions.
~ The Cultural Office continued to grow as HumanSanity hired Klick Klack and Free Las Pinas as Cultural Office Assistants.
~ Additionally, Wille-Harlia was hired as Deputy Cartographer General to help out Paffnia with the regional map.
~ Delegate Kuriko and Tuga Nation were both hired as Account Maskers to help with the uptick in forum activity.
~ Xeknos, Vivolkha, Liberdon, and Anisopterra were all hired as a new batch of Official Endorsers to encourage WA members to endorse the Delegate.

Around the Islands

~ In May, XKI broke its all-time population record from 2013, reaching a peak of 3,230 nations! Chief Executive Markanite made it rain free tacos to Islanders in a week-long celebration. Strong thanks to all of our hard-working recruiters who helped out!
~ May's Featured Nation selected by the Ministry of Education was Thedairos. Relative newcomer Thedairos has been an active TITO member and an overall friendly presence in XKI, congrats Thed!
~ With the spike in population, our Welcome Buddies reached out to nearly 1500 new Islanders in May to help guide new nations through their first NS experiences. Welcome to all of our new nations and fantastic work done by our Welcoming Buddies!
~ Cultural Officer HumanSanity helped XKI join in on The North Pacific's monthly card pull event by contributing a S1 Kozmix and S2 Alkasia to the pull lineup which also included S1 Anime Daisuki, S1 Solorni, and S2 Testlandia. No luck for Islanders this time around, but still lots of fun!
~ XKI was invited to the Mafia Universe WW World Championship once again and resident WW expert Aersoldorf stepped up to represent XKI. We wish him the best of luck and will be cheering him on from the stands!
~ At the end of May, the Cultural Office announced the first ever XKI Summer Olympics put together by Olympic Directors HumanSanity and Grea Kriopia, which will host a series of regional events and contests during the month of June. Some events include an issue writing contest, a card farming competition, and a Resistance game. Best of luck to each team and warm thanks to all of our guest judges!

Meet A Nation Interview

In this edition, we have the distinct pleasure to sit down and talk with an Islander who has been with us for a long time but only recently returned from a few years absence. Controlitia has in the past served in TITO Command and on the Council of Nine and currently serves as the newly elected Senator for New Republica South and as a TITO Knight.

GK: To start things off, do you have an earliest memory of XKI? If not, do you remember how you joined NS/XKI?

Control: I don’t really have a concrete earliest memory, but I do remember how I joined both NS and XKI. I joined NS because I came across Lexicon in a public library and liked it. When I looked into Max Barry more, I found out about NationStates. I played it for a bit and then started to get bored with just the one nation (Fosfjapias, named by keysmashing) and created a couple puppets to try for specific government types. One of those puppets got a recruiting telegram from Markanite that included some information about TITO, so I sent that puppet to XKI to join in and all of a sudden it was my main.

GK: So what made you decide to come back to NS after being away for a few years?

Control: I thought about checking in on XKI after years away due to the pandemic, but I rejoined because I wasn’t in college anymore. One of the main reasons that I CTE’d was that I was busy with schoolwork and clubs and such and didn’t have much time for NationStates. I was also usually in class at minor and doing homework or hanging out with friends at major, so I didn’t even have TITO to drive involvement. Now that I work a desk job, I can be around a lot more.

GK: Can you talk about some of the major changes you've noticed in XKI since returning?

Control: One thing that struck me was that politics have gotten more active. In my experience, XKI politics were broadly run along the lines of “if it ain’t broke, don’t fix it” and people didn’t really look to change much. Politics are much more active today and people are actively looking for things that we can improve and innovate on. You can also see a change in tone from the comments in my yaffice; it’d be a lot harder to see Barry going around and pretending to bribe senators today. It’s also odd to be in an XKI without Grub.

GK: And what about things that haven't changed? Do you feel like there are some aspects of XKI that have pretty much stayed the same?

Control: I feel like Taco Island has not changed much. Still spammy, still fun. XKI as a whole is as welcoming and laid back as ever. I don’t feel like TITO has changed all that much either, which works for me.

GK: I have to ask, with your extensive past work in TITO as a Knight and former member of Command, how does it feel to be back in action?

Control: It’s good to be back in the saddle and working to protect the people of NationStates from unconscionable griefing.

GK: And do you have any sage words of wisdom as an experienced player to newer nations?

Control: NationStates is what you make of it, so get involved but don’t overcommit. It’ll be boring if you let it be boring, it’ll be overwhelming if you get overinvolved. Find your sweet spot and it’s a great game.

GK: Lastly, can you describe XKI in a single word?

Control: Welcoming.

Greetings my fellow NS members. As some of you may have heard, today 10000 Islands was targeted by a person impersonating a member of our Discord moderation team. This impersonator was able to gain access to our entire discord server by impersonating an offline moderator, to the detriment of our region.

This impersonator, once having access to our server, engaged in a destructive action that left our entire server destroyed. All information within our server since it was created in late 2016/early 2017 has been destroyed and is beyond retrieval. Over a dozen members of our server were also banned by them, and we are working on contacting them in order to re-invite them. We ask that the community please have patience while we work go fix what has been destroyed, and if you know anything please contact us.

I’m sorry to see your records deleted. It’s a shame how much damage a troll can cause. At the same time, someone came to our server attempting to impersonate a moderator as well.

There seemed to be a good response all around NS with everyone sharing the news to prevent damage. Nonetheless, XKI will be able to make many new records and memories.

This sort of thing is truly painful to see--partially because of the scale of the loss, and partially because of how avoidable it is. As a founder myself, losing all our offsite history would make me want to quit for good. For that reason, I have put a lot of time into fighting this sort of thing.

I operate a Discord bot that a) makes impersonation completely impossible, and b) allows for the backing up and restoration of all aspects of a server. It may be little consolation now that the damage has been done, but I want to help make sure these attacks can be prevented and mitigated going forward. I would be happy to assist you in implementing security and backup measures.

I should also mention that the perpetrator has been placed on the Watchlist and will be automatically banned from any Watchlist-enabled server they enter.
