How to raise weaponisation?

The title says everything but just for a clearer explanation, what decisions will cause weaponisation in a nation to increase?

Things such as increasing military spending, decreasing police and education spending, along with choices that would encourage crime or gambling.

I'm pretty sure weaponization is influenced by the weapons normal citizens have. If they are put in danger, they will acquire more of them.

Increase military spending, allow your military to sell weapons to your citizens, have no regulation on which weapons are legal to own, ban prisons and defund the police, make martial training mandatory as well as military conscription. also ban cheese, I don't know if it'll help but you should totally ban cheese.
