General Foreign Affairs Report

Regarding topics about foreign affairs since 1 June 2022:

There have been a number of developments in the Department of Foreign Affairs:

On 14 June 2022, Concord was established as a territory of The League.

On 6 July 2022, the Ekrina-Catan Accords was finalised between The League and The Rejected Realms, the agreement formalised our longstanding co-operation with TRR and marks a new era in our relationship, on a cultural, diplomatic and military level.

We have some major projects in progress continuing into this month that we look forward to releasing and statements will be released in due time.

All reassignments of ambassadors may be viewed here.

The Director of Foreign Affairs at the time of this report is Tirol.

The League's Defense Forces Foreign Report

The League's Defense Forces had productive months in June and July, seeing a substantial increase in the success of defensive operations since the start of the month. Generally speaking the military has been successful at repelling tag raiders to the extent that barring a small few updates, only Lily has proven effective in leading raiding operations. Furthermore we had considerable roles in several liberations of small scale raids hosted by Lone Wolves United.

Off the battlefield, we did coordinated training in June with the North Pacific Army and Legio Pacifica to improve fundamental skills for chasing. We are optimistic that the next month will see similar success in a variety of operations.

The General of the League Defense Forces at the time of this report is New Makasta.

Consulate Foreign Report
Authored by Creeperopolis.

Midpoint nominations for the May–July Council term concluded in mid-June 2022, during which, Salisford was re-confirmed to another 1 month term. Zloveshchiy will continue to serve his full two-month term as the Speaker of the Council.

The League established the planned-frontier region of Concord on 14 June 2022, and the region opened to new members on 17 June 2022.

Spode Humbled Minions and Creeperopolis have began running API recruitment for Concord and The League, respectively, in June.

In July, nominations for the July–September 2022 term of the Council of the Republic concluded, and Salisford was selected to serve a two-month term as Speaker of the Council. A total of eight people were confirmed as Council Delegates–seven to two months terms and one to a one month term.

The Consulate approved nine citizenship applications in July.

The Ekrina–Catan Accords–a treaty to extend diplomatic relations with The Rejected Realms–was ratified by the government of The League on 2 July 2022.

Concord Update

We are pleased to report that Concord has had a fantastic month for growth. As of this writing, Concord maintains 100 resident nations, with 15 endorsements on Delegate Mechanocracy. A number of recruited Concordians have gone on to join The League and Concord’s discord server, and are contributing to regional activity. The regional message board is relatively active, and the last poll held by Mount Washington received fifteen responses (to a rather frivolous question, at that).

Concord has proven to be a great investment of time and resources. Goals for the next month will be continuing this growth, spurring more RMB conversations, coming up with interesting polls, and getting Concordians more active in Discord, as to help facilitate integration with The League, enhancing The League's unique culture.

Council Foreign Report
Authored by Zloveshchiy.

The Council of the Republic has seen an active month starting with the opening nominations on June 8th, which concluded on June 13th and saw Salisford continuing service with another half-term to the Council. Mid-way through the month the Council had a discussion on the advantages of establishing a formal cultural office, which is expected to result in legislation in the future.

Another critical policy choice discussed was the creation of a second region under The League's jurisdiction to be used as an eventual frontier. The plan, after some debate, was ultimately supported and enacted through the region Concord as described by a Consulate Order on the subject.

The Council has been relatively in July. Early in the month, on the 2nd, the outgoing members of the 20th Council discussed how to properly hold the confirmation vote for Council nominees in both The League and the recently-founded frontier of Concord.

On the 7th, nominations were opened for the incoming 21st Council. And on the 13th the confirmation vote was held. The 21st Council is made up of: Salisford, Ajakanistan, Reykanes, Ikania (Saint Laurent), SPode humbleD Minions (Mechanocracy), DinoNet, New Makasta, and Tim. On the 15th, following a brief period of vacancy left by Zloveshchiy’s departure from the Council, Salisford was selected as Speaker of the Council.

The Speaker of the Council at the time of this report is Salisford.

The Grand Republic of The League and the Coalition of the South Pacific are proud to announce a new chapter in our relationship. The ratification of the Fellowship of Llamas and Eagles cements the military, political, and cultural ties between our two regions. Prior to this treaty, though informally bound by our strong defender ties and membership in the Partnership for Sovereignty, there was no codified treaty formalising our bilateral relationship. With the Fellowship now ratified, the relationship between The League and the South Pacific has a legal foundation for years to come.

The Fellowship of Llamas and Eagles, named after our respective regional animals, contains provisions for government recognition, embassy exchange, non-aggression and mutual defense of our home regions and listed territories, intelligence sharing, WA cooperation, military war games, and cultural cooperation.

We both affirm our dedication to upholding the treaty and continuing forward in a spirit of fellowship with our now codified allies.

The Fellowship of Llamas and Eagles


The League and the South Pacific, recognizing our shared defender values and close cooperation in various areas, hereby enter into this treaty of friendship, mutual defense, military and cultural partnership.

Article I – Mutual Recognition of Government Legitimacy

1. The parties to this treaty recognize the Coalition of the South Pacific, as established by the Charter, as the sole legitimate government of the South Pacific. The parties to this treaty recognize the Republic of The League as the sole legitimate government of The League. The parties will not extend recognition as legitimate to any government otherwise represented.

2. The South Pacific shall be authoritatively represented by the government of the Coalition of the South Pacific, embodied principally by the relevant officials as outlined in the Charter of the Coalition of the South Pacific. The respective military authority of the South Pacific is the South Pacific Special Forces (SPSF).

3. The League shall be authoritatively represented by the government of the Republic of the League, headed by the Consulate. The respective military authority of The League is the League's Defense Forces (LDF), embodied principally by the relevant Consul and the General of the Defense Forces.

4. Should the government or military of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

5. A territory of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below:
I. The South Pacific, as the home region of the Coalition of the South Pacific.
II. The League, as the home region of the Republic of The League.
III. Concord, as a territory of the Republic of The League.

Article II – Non-Aggression and Mutual Defense

1. The parties shall respect the sovereignty of the other, encourage that respect amongst their partners and allies, and acknowledge that with sovereignty comes the right to govern themselves in the way of their choosing.

2. The parties to this treaty agree not to attack the home region or any recognized territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.

3. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.

4. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.

5. Both parties will, in good faith, report any known threat or concern related to the other party's security, to the appropriate security organs. For the South Pacific, the authoritative security organ will be the Council on Regional Security. For The League, the authoritative security organ will be the Consulate. Should the government of either party change, these security functions will be performed by the corresponding functionally equivalent positions or institutions.

6. The parties to this treaty may seek assistance for the self-defense of their home region or a recognized territory by lodging an official request with the appropriate officials.

7. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or recognized territory.

Article III – Cooperation

1. The parties’ home regions shall share in-game and off-site embassies in order to allow cross-posting. If an illegal delegate of one parties’ region closes the in-game embassy with the party region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.

2. The parties to this treaty agree to seek opportunities for military cooperation in defensive, liberation, and anti-fascist operations in accordance with their laws and traditions.

3. Both parties agree to share intelligence as circumstances permit for the purposes of conducting defensive operations. Both parties agree to keep classified any sensitive information regarding military affairs that concerns the other party or its defense operations, and only publish that information in a manner mutually agreed upon.

4. The parties to this treaty will endeavor to conduct communal cultural activities. This will include military confidence building measures and wargames at least once per year.

5. Each party will also endeavor, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

6. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if operational circumstances permit.

Article IV – Peaceful Settlement of Disputes

1. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Article V – Deposit and Clarification

1. This treaty shall be deposited in a publicly accessible area of the community forums of both parties.

2. The parties to this treaty may, from time to time, clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.

Article VI – Suspension of Terms and Termination of the Treaty

1. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

2. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party.

I can't speak for others but I have at least consistently objected to the ever-increasing attempts of GCRs to draw international influence to themselves for years, and my predictions have been correct in the last couple years in particular where genuine efforts have been made to try and ensure that other regions kowtow to the GCR view or face the consequences. Complete and immediate abolishment of the feeders would be preferable to the frontiers/strongholds suggestion, although F/S is a good start. I will always express my disappointment when promising UCRs choose to subjugate themselves to this, regardless of my views on those UCRs' other military actions and politics.

This level of bitterness is impressive. The League isn’t subjugating itself to anyone. The agreement is entirely balanced and consented to by both governments. The unambiguous inclusion of Concord in the agreement is the most obvious example of that.

I’ve been running a UCR/UCRs since 2016, so I think I know what I’m doing and talking about.

Complete and immediate abolishment of the feeders would be preferable to the frontiers/strongholds suggestion, although F/S is a good start. I will always express my disappointment when promising UCRs choose to subjugate themselves to this, regardless of my views on those UCRs' other military actions and politics.

This level of bitterness is impressive. The League isn’t subjugating itself to anyone. The agreement is entirely balanced and consented to by both governments. The unambiguous inclusion of Concord in the agreement is the most obvious example of that.

I’ve been running a UCR/UCRs since 2016, so I think I know what I’m doing and talking about.

How is this bitterness? The idea that the growing consolidation of power in around the feeder regions may not be a good thing is not new and has been mainstream for years (even prior to 2016 ;) ). The trend has seemed to have accelerated further in the last couple years though from my observations since returning to NS.

I'm sure NPU would rather go back to the days when UCRs fought over and invaded the feeders, exploiting them for their own means. If the GCRs have started to attempt to draw influence to themselves, that's because to not do so has historically led to UCR players - generally more talented than NPU but certainly of his ilk and thinking - trying to exploit and overthrow regimes in the GCRs. NPU is unlucky in that he doesn't an Empire or a Dominion or a Gatesville to latch onto and use that to carry them to the prominence they can't reach.
Definitely not The Notorious Mad Jack, despite being almost as smart and handsome as I am.
