Principles and Objectives

Our principles is that all are free and equal in front of law, that all have duties to accomplish, that the representative democracy is open and clear, that the military ensure the protection of our citizens and that the unity of us all in strength.

The objectives are to reunite us, to help us, to expand and to build a prestigious future for us all along with the Roman and byzantine values.
The principal objective is to bring together regions with similar view of principles as an Union or as a coalition of regions and nations into this UNIVERSAL ROMAN UNION.

Our Government

The Union is organized with a mix of characteristics from modern and Roman systems. We have 1 branch of government: the executive, which is split between three consuls, with a devolved home rule for the in-game community. The judiciary branch, headed by the High Court of Justice, it is not under direct control of the government.

The First Consul serves as head of the Union (Coalition) and he shares common power and authority with other two Consuls but with the exception that if the others two consuls are not yet appointed then he lead the government in the absence of the others two. The Consuls are elected for an undetermined period of time.

The government is led by the Consuls and the Cabinet, and it's these players who you should contact if you need to get in touch with Coalition's leaders. In the Assembly are "de facto" members all those who are not appointed in the Government.

Title I - General Principles and Objectives

Article 1

The Coalition named as UNIVERSAL ROMAN UNION is an inter-regional organization where nations and regions with similar view of principles, especially those Roman themed and those Byzantine themed regions and nations, but not limited to them, are coming together for to become stronger together, to help ourselves to grow up and to expand, to defend ourselves when necessary and to get an important amount of influence in the Nation-States world affairs by active cooperation.

Article 2
Our principles are that all are free and equal in front of law, that all have duties to accomplish, that the representative democracy is open and clear, that the military ensure the protection of our members and that the unity of us all in strength.

Article 3
The principal objective is to bring together regions with similar view of principles as an Union or as a Coalition of regions and nations into this inter-regional UNIVERSAL ROMAN UNION, and also to reunite us, to help us, to expand and to build a prestigious future for us all along with the Roman and byzantine values, completed with modern universal values, to endorse unity between regions and nations and to debate moments of needs.

Article 4
This Coalitions of nations and regions do NOT refer to a specific region and this is NOT based on a specific region, but this is a group of regions and nations which share common views and objectives.
This is a coalition, an organization or an alliance.
Every other reference about this as a specific region, purposely bringing disgrace or against this coalition, is forbidden.

Article 5
Another goal of the coalition is also that we would have a military power or a Defense Force in our common behalf for self defense and for to prevent and to prohibit any invasion, intervention or opposition from outside, like from regions, alliances or groups which wish to manage by force or by conquest in their own hands the affairs, the authority or anything else of our members.
About how this military force is organized or directed, this is decided by the Military Office of the Coalition alongside the military commanders.

Title II. Governing Body

Article 6
This coalition, named as UNIVERSAL ROMAN UNION, is organized with a mix of characteristics from modern and Roman systems. We have two branches of government: the Executive, which consists of a Cabinet of ministries, and a Leadership split between three Consuls; and the Judiciary branch, headed by the Chief of Justice, which has the duty to ensure fairness and legality in the Coalition.

Article 7
The First Consul, named as Primus Consulus, serves as head of the Coalition and he shares common power and authority with other two Consuls, but with the exception that if the others two consuls are not yet appointed then he lead the government in the absence of the others two. The Consuls are elected for an undetermined period of time.

Article 8
The governing structure is formed by the Consuls and the Cabinet of ministries, and it consists of these who you should contact if you need to get in touch with the Coalition's leaders.

Article 9
The leadership of the Coalition is ensured by the Consuls and the Secretary General. The cabinet is ensured by the ministries on various departments such as diplomacy, regional relations, security, defense or military affairs, justice or legal fairness and other special affairs.

Article 10
In the Assembly are "de facto" members all those who are not appointed in the Governing body, and in the Assembly all members, nations and regions, comes for meetings and debates on important matters and affairs, according to our principles and objectives, and all our members are equal in votes, in rights and duties, and in free speech. Also all elections should be established in the Assembly.

Article 11
The Governing Cabinet is a decision body for all basic actions, decisions and rules and this has the right and the executive power for to put into effect a plan, an action or a decision, all those which had been decided in the Assembly or by the Government members.

Title III. World Assembly Affairs

Article 12
The Coalition can establish collective goals with mutual cooperation for World Assembly resolutions, inter-regional politics and diplomatic affairs, to enhance a closer bond between the Coalition members, to promote our interests and to spread our message across the NationStates and our name with it.

Article 13
The members of the Coalition are required to give assistance or any other help, when necessary or during an emergency or even a military emergency, including to World Assembly resolutions or proposals.

Title IV. Military Affairs

Article 14
Member regions may have their own Military forces and conduct their own missions and conquests as long as this does not interfere nor hinder the Coalition. Furthermore, their military forces, with their own standards, will be assisting the Coalition members, and every member may call upon the Coalition if needed to defend itself.

Article 15
The military purpose of the Coalition is to enhance a closer bond between the Coalition members, yet between the Coalition and other regions, with an active military service, to increase unity, to provide mutual defense for all member regions, to defeat enemies, to promote our interests, with cooperation for protection or other military affairs related to our interests and even for inter-regional politics.

Article 16
The Coalition Government can establish diplomatic and military pacts, treaties or other agreements with foreign powers, associations or organizations for self defense or for various reasons.

Title V. Final Provisions

Article 17
In the special case if the Government members or the founders of the Coalition may cease to exist, in part or all of them, then the effects of this Coalition are extended to the remaining members, this continues to exist and this continues to apply, and the remaining members can choose or elect new Government representatives for the Coalition. From there, if necessary, the Governing members of the Coalition can discuss if other regions may join the Coalition. And 3/5 of the active members must agree which other Consuls will represent and lead them in and for the Coalition.

Article 18
Chat servers, forums or other Communication ways may remain same for preliminary meetings or joining. If the older Chat servers, forums or other Communication ways cannot be accessed again, then the Governing members of the Coalition may establish new ones. And in any cases the Government decisions or military affairs of the Coalition shall be in private.

Actually, the Byzantine Empire considered themselves to be Roman. Historians called them the Byzantine Empire to distinguish the West and East

Well, The Eastern Roman Empire had an ideal of universality with one state and one language (first latin, then greek) and it fallen when "the people" had been divided into nations more than to stand united. Of course that the whole Roman administration survived at Constantinople (even if the emperor Justinian I the Great fails to reconquer the West). After the conquest of Constantinople were mostly only 3 claims for legacy : the Ottomans, the Rus Tzarate/Kingdom and the Vlacho-slavs kingdoms (like Wallachia by Basarab, Moldova by Cantemir and Serbian Kingdom).

Thanks, but this is not about just one region. It is about to bring together more than one region into an union of regions mostly.

This is not for to discuss about the embassies of a region or of another. I am not involving in the conflicts of the NS world. I stands neutral. For the affairs of a region member in union you should contact the officials of that region.

Hola everyone. Also been a while since I've seen a Roman (Byzantine for those who look otherwise) union of this sorts.

Naturally, I wish to join the Union, both myself as a nation, and with the region Hiperboreea I am Praetor of.

The Assembly of all B.U. members, nations and regions, for meeting and debates on important matters and affairs, according to our principles and objectives.

This is important because the Cabinet of Government is formed by the members of this Union which come here for all debates and matters. All our members are equal in votes, in rights and duties, and in free speech. Also all elections should be established here.

However, even if the B.U. Assembly is a decision body for basic actions, decisions and rules, the Government Cabinet have the right and the executive power for to put into effect a plan, an action or a decision, all those which had been decided in the Assembly.

This is a project for an inter-regional alliance and this is open even to non-Roman themed regions and nations, because this is universal.
If there is a problem, just like an embassy, I can fix that, whatever.

Update:

- Kharmon and Violent Mob ceased to exist (as virtual nations in NS) and their pending application is declared null and declined.

- the region Holy Byzantine Eurasian Confederacy retreat from this union and goes in "stand-by" condition.

- the region Roman Byzantine Union join this inter-regional union.

- the nation Palsada join this union as Secretary General and as Delegate of the region Roman Empire.

- the nation Sperio joins and is appointed as Minister of Justice.

- the nation The Tiber, the emperor of the region Roman Empire receive the invitation to join the Union as Consul, still awaiting his decision.

- a third invitation for a Consul position is still open, also other Government positions of the inter-regional union.
