Could I take this emblem, and remove the banner with "Service, Integrity, Justice" on it.

And put it on this flag, and make multiple flags with a variety of different colour schemes including one with grey and white, and as many as you think are good.

First of all: tone down your snark. That much is obvious.

Second of all, when you say 'this' without linking or describing in detail what you want your flag to look like on a forum where posts can be easily looked over (eg new posts, new pages) where we don't have time to sift through each individual post, it can be a little less than obvious to know what you're talking about.

I like the design of my flag in a horizontal tricolour; starting from the top is a Chartreuse (7FFF00), the middle coloured LimeGreen (32CD32), and the bottom a ForestGreen (228B22)

Design like the flag of Ethiopia, take this circle and place it in the centre of the flag. Excluding the black outline, colour the circle in SpringGreen (00FF7F). Take this tree from Shutterstock and colour the bark and branches of this tree in Wood (3F301D) and the leaves ForestGreen (228B22)

I would like the flag here to serve as the base design, with an aspect ratio of 2:3 (if it isn’t so already). I would like the bar on the left recoloured #FEE46E and a sun, coloured the same as the bar, to replace the sword and laurel. I’d like the sun’s black outline to be removed.

I’d like the sun centred on the white portion of the flag and sized similarly to the Islamic symbol on the Pakistani flag in proportion to the flag.

Perhaps F6B721 might work. The sun potentially could be replaced with this one depending on what looks better.
