Viziers Todd McCloud and A Slanted Black Stripe are to be considered SUSPENDED for their suspected complicity and silence in this Coup.

Delegate Queen Yuno is hereby REMOVED as Delegate for BEYOND A REASONABLE DOUBT ACTING TO DESTROY THE CONCORDAT by the unanimous vote of the remaining Loyal Viziers, and as confirmed by the Conclave by a unanimous vote on 03/23/2018. As authorized by the Concordat-

Section 3) The Viziers may temporarily remove the Delegate if the majority of Viziers believe beyond a reasonable doubt that the Delegate has acted to destroy this Concordat. It's rather the issue that the East Pacific contains treacherous elements that seek to keep the region opened up to UCRs and to Userite subversion. The decision of the East Pacific to embrace Francoism and no longer allow Userite elements to abuse the GCR for the glory of their UCRs or any benefit to them. GCR for GCR!

I've been on NS for a little over four years, but I don't understand the whole conflict between Userites and the GCRs. Would someone mind explaining to me what this "conflict" is and how it ties into TEP/NPO/Francoism?
