But, in talking about the ADN position within TNP specifically, yes, TNP was a member region. But, the policy of the ADN was to actively support administrations that were favourable to them while actively opposing any dissent and seeking to discredit anyone that spoke out against that outside organisation dictating the internal affairs of the region. That occurred in many of the larger ADN regions. Luckily, New Sparrow had an active Founder that wasn’t easily coerced.

A desperate Puppetmaster strike also would have suggested ADN didn't have Stars of Sky in their backpocket. Or was Puppetmaster II done with Stars of Sky as the target?
