Perhaps a regional poll restricted to WA only for the public votes? Then for the private votes people can telegram you. At least for public you'll know its legitimate.

In R/D circles, making specific events WA only is gonna get a lot of people mad. There is always people WA locked somewhere where they don't want to let it out in a way that might reveal identity, especially while our host remains anonymous.
