Stratagem, you and your RL friend consistently make it sound like you are only in it for the refound, and that defenders are only concerned about who refounds it. This is really about native status and support, without which, the region isn't "yours" to refound in the first place.
Nations have been in Boston for far longer than you have, clearly content to just answer issues. A region like that should be left alone in peace, regardless of whether outsiders feel the region is being underutilized, unless you have native support.
If you were serious about gaining native support, you would have asked the existing residents what they actually want to do. Apathy and non-response = status quo. And, if NSIDC were serious about restoring the region with native support, they would have acted in an advisory capacity, not in total control of everything the region does.
A while back, I helped advise founderless Bear Country as they considered a potential refound. For one, they reached out to me via Somy, it wasn't unsolicited. The native community taking initiative indicates that they actually want to do something. You don't just pick an arbitrary region and decide, hey let's refound this! During the process, I offered advise only - no regional controls. Both the decision-making power and in-game power were always entirely in native hands. You are only a guest in their house, you respect their authority and play by their rules. That's the way it's done.
You took the delegacy in Boston, appointed entirely non-native ROs, chose the region's embassies, chose its tags, added it to the NSIDC, added the full set of NSIDC-related embassies, decided to refound it, and banjected actual natives, without any declared native support whatsoever. You've treated this pre-existing community like it's your personal property.
