Its when you make a new region, and move all memebers of the old region into the new one, destroying the old one.

Its when you make a new region, and move all memebers of the old region into the new one, destroying the old one.

Its bit more complicated than that. When a regions founding nation ceases to exist it leaves the region vulnerable to raiders, and some regions are able to protect themselves via passwords. Normally, that would be enough but raiders are crafty devils and sometimes get the password from the natives. Sometimes this becomes too much of a pain for the natives, and they want to end this cycle but they don't want to move to a region with a different name. When they decide that they want to end the cycle they can go through what's called a "refounding process", where the community temporarily moves to another region and allows the old region to cease to exist. After the old region ceases to exist it is able to be reborn again with the exact same name, and at that point the native community can move back to their region that now has an active founder and cannot be raided anymore.
