1. don't ask it makes you sound desperate 2. send out telegrams to new nations using stamps that's how all the regions from feeders to player created regions do it 3. provide details as to why someone should move to your region (Factbook, leadership opportunity, joining region defense forces, etc.) 4. define what your region is ( role play, futuristic, primitive, etc.) 5.
