There is clearly no issue with new nations being founded in NS, the GCR population graphs mostly increase with the usual erratic spikes in between. All these new players may be engaging in the game in a different way, placing less importance on and showing less interest in the regional government format that has been accepted practice. The shift this data identifies may be one away from government activity and toward treating NS as another space for community interaction similar to a social media hub.

TREATY OF LAKE CALENHAD
The South Pacific and The Order of the Grey Wardens, recognizing our shared defender values and close historical ties, hereby enter into this alliance for friendship, mutual defense, and military partnership.
Article I. Mutual Recognition of Government Legitimacy
Section 1. The parties to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend that recognition to any government otherwise represented.
Section 2. The South Pacific shall be authoritatively represented by the government of the Coalition of the South Pacific, embodied principally for these purposes jointly by the Prime Minister as head of government and the Minister of Foreign Affairs, unless the Council of Regional Security, as the Coalition’s security institution, lawfully declares a state of emergency, in which case it shall be authoritative for the duration of the state of emergency. The respective military authority of the South Pacific is the South Pacific Special Forces (SPSF), embodied principally by the Minister of Defense and the General Corps.
Section 3. The Order of the Grey Wardens shall be authoritatively represented by the First Warden as its head of governance, or in their absence by the High Constable, or in their absence by the collective of Warden-Commanders.
Section 4. Should the government of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.
Section 5. A “territory” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below:
- The Order of the Grey Wardens, as the home region of The Order of the Grey Wardens.
- The South Pacific, as the home region of the Coalition of the South Pacific.
- The Amaranthine Isles, as a territory of The Order of the Grey Wardens.
- The Frontier, as a territory of The Order of the Grey Wardens.
Article II. Non-Aggression and Mutual Defense
Section 1. The parties shall respect the sovereignty of the other, encourage that respect amongst their partners and allies, and acknowledge that with sovereignty comes the right to govern themselves in the way of their choosing.
Section 2. The parties to this treaty agree not to attack the home region or any territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.
Section 3. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.
Section 4. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.
Section 5. Both parties will, in good faith, report any known threat or concern related to the other party's security, to the appropriate security organs. For the South Pacific, the appropriate security organ will be the Council on Regional Security. For the Order of the Grey Wardens, the appropriate security organ will be the First Warden.
Section 6. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate officials.
Section 7. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.
Article III. Cooperation
Section 1. The parties’ home regions shall share in-game and off-site embassies in order to allow cross-posting. If an illegal delegate of one parties’ region closes the in-game embassy with the party region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.
Section 2. The parties to this treaty agree to seek opportunities for military cooperation in defensive, liberation, and anti-fascist operations.
Section 3. Both parties agree to share intelligence as circumstances permit for the purposes of conducting defensive operations. Both parties agree to keep classified any sensitive information regarding military affairs that concerns the other party or its defense operations, and only publish that information in a manner mutually agreed upon.
Section 4. The parties to this treaty will endeavor to conduct communal cultural activities. This will include military confidence building measures and wargames at least once per year.
Section 5. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if operational circumstances permit.
Article IV. Peaceful Settlement of Disputes
Section 1. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.
Article V. Deposit and Clarification
Section 1. This treaty shall be deposited in a publicly accessible area of the community forums of both parties.
Section 2. The parties to this treaty may, from time to time, clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.
Article VI. Suspension of Terms and Termination of the Treaty
Section 1. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.
Section 2. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party.

He strides purposefully out the door, as he knows that he is one step closer to securing control over the region. He doesn’t want a Defender TSP, he wants a DeGlender TSP.
The year of 2016 was a time of great upheaval for the South Pacific. New delegate and prominent Glenemy Hileville had begun instituting a set of sweeping reforms of dubious legality, and a battle for the future of TSP was raging. However, within 2 short months, Hileville was gone and a Great Council had been called, with Glen now at its helm.
He did not have things all his own way, however. The prevailing attitude of TSP, as an independent region which stood above the Raider and Defender rivalry, did not lend itself to an unfettered Glen-based Charter. With his grasp on power delicate, Glen had to compromise, a word he still shudders at to this day. While he was able to write the bulk of what would become our Charter, it was not truly what he wanted. That was not possible at this stage, he knew he would have to wait.
Towards the end of the 2016 Great Council a new force would emerge in TSP politics, an energetic and charismatic figure called Roavin. Quickly gaining supporters in both TSP and the Defendersphere, Roavin would soon outshine Glen as the leading light of TSP’s political establishment.
This was exactly what Glen wanted.
Roavin would be useful to Glen. Their agreed stance on Defenderism, combined with Roavin’s likeable personality, would make it much easier to move the region’s military and foreign policy attitude in a Glen-friendly direction. Was Roavin ever an ally? Not really - he was a puppet, but Glen was very deft and subtle with how he pulled the strings. Roavin’s close connection to The Grey Wardens worried Glen, as there was a risk that TGW could overpower his influence in the region. Over the next few years, Glen would skilfully walk a thin tightrope, allowing and encouraging Roavin and his allies to move TSP closer and closer to Defenderism, while also preventing any high-profile Defendersphereites from gaining too much power within the region. Glen slowly backed off from public view, content to allow his plans to develop in the background. A new generation of TSPers would rise, consisting of some home-grown talent mixed with young and exciting Defenders from around the NationStatesverse. But Glen was always there. Watching. Waiting. Never losing his position as a voice of authority and respect, while rarely appearing too heavy-handed in his influence over the region.
The pieces of the puzzle started to fall into place. In 2019, TSP would officially become a Defender region. In 2021, long-time mischief-maker Cormac, a prominent international influencer and political opponent of Glen, would find himself unfortunately eradicated from this plane of existence. Glen’s path to power was becoming clearer by the day, but he would have to move fast. During a chaotic three months in which no minister completed their term, Glen saw his opportunity to strike, winning the MoFA special election after the resignation of Roavin. Now firmly back involved with TSP politics, Glen quickly utilised his reputation to gain allies among the new generation. Within three months of his return to power, a Great Council was called. Like 2016, Glen will be at the forefront, leveraging his experience to write the bulk of the new Charter. Unlike 2016, TSP is not a politically fractured and unstable region with an apprehension of moralist Defenderism. This time, the conditions are right, and Glen can shape the region exactly how he wants it. Publicly, he paints a picture of this being his last act before stepping back from the limelight of TSP politics for good, but in private, he knows that this is the closest he has ever got to absolute power. Soon, nobody will be able to stop him.
The sun shines down as Glen strides through the automatic doors of TSP’s government offices. He blows a kiss to the receptionist before entering the lift. Arriving at the top floor, he emerges to be greeted by two young politicians, both dressed in the same dark red suit as he is. Moon and HuSa believe that this is their time to shine, that they are Glen’s protégés and will lead TSP into a bright new future following the Great Council. This is not the case. They are puppets, just as Roavin was. A charismatic screen to cover the ever-strengthening DeGlenderism behind. They will be prominent until they are no longer useful, and then they will be disposed of, and will join Roavin in TSP’s alcoholic scrapheap of former political leaders. Soon, there will only be one.
There will only be Glen.
