For months, Gellert Grindelwald has been hiding out with his followers, biding his time for a major attack. They started weak, but bit by bit they gathered their strength. They negotiated and bartered, working to align with other dark wizards, and attempting to disguise the harms of their craft from other magic-users. Smaller regions were kidnapped in the middle of the night, spray painted with graffitti, all while the dark forces of Grindelwald were biding their time to plan a grand attack. At one time, it was unthinkable for Grindelwald's Army to assemble more than 40 or 50 dark ones, but over time they grew strong, eventually being able to assemble over 100 dark wizards, witches, non-binary magical entities. The wizarding world sat in horror, recognizing that truly dark times may have arrived.

The fight against the forces of Grindelwald's evil is long and hard. It has many iterations, from each tag run where the Aurors fought for the smallest bit of ground to each previous iteration of a large offensive. This time was different though. Gindelwald's forces had pulled out all the stops, they gathered all of their allies, even for their initial attack. With advance notice, they gathered a sizable force for their initial incursion into the peaceful sovereign region of China. Their initial siege was successful, however it would not last for long.

On the other side of the world, Dumbledore gathered his things. A young wizard, growing in popularity and celebrity, but also struggling with his own internal demons, realizing that the world was looking to him to stop the the acolytes, traveled out to finish off Grindelwald for good.

"I delayed meeting him until, finally, it would have been too shameful to resist any longer. People were dying and he seemed unstoppable, and I had to do what I could."


After reaching Grindelwald's stronghold, Dumbledore and Grindelwald's battle played out in two bouts, each side deploying their full Army in support of their efforts. In total, twenty nine total distinct witches, wizards, and non-binary magical friends from the South Pacific Special Forces joined Dumbledore's Army alongside comrades from The Order of the Grey Wardens, 10000 Islands, The League, The Rejected Realms, The Free Nations Region, and others. After a long 24 hours of dueling, Dumbledore's Army was victorious. Dumbledore's Army had risen to defeat the strongest force from Grindelwald in recent memory, clearly establishing the precedent that no matter where you turned, the forces of good would be there to triumph over the forces of evil. To celebrate, Dumbledore's Army returned to their homes, preparing to embark on a Festival of Friendship to celebrate their victory.

I mean, the South Pacific had a long history of pandering to the interests of dark wizards as an Independent region, believing this middle-path would work out for it. Over time, they realized the way forward was to slowly separate from dark influences, go off to hone and work on their magical abilities, then finally break from them entirely and meet dark wizards in the field of battle.

Now, we can bring 29 liberators to an operation across two-updates, furthering liberation-to-liberation turnout improvements we've had for months, in addition to our bustling Discord and RMB, active participatory democracy with 50+ voters in regular Assembly votes and 120+ voters in some elections, and Ministries hitting on all cylinders to release regional publications, run events, and build and maintain a network of true allies that are there for us when we need them. I'm nowhere near satisfied, and I look forward to continuing to work hard to ensure the South Pacific can further demonstrate the potential of a democratic and defender region.

The Ministry of Media is proud to present the December 2021 Edition of The Southern Journal, the Ministry's flagship publication.

This month, TSJ highlights the diverse political culture of the South Pacific, with features on both the Ministry of Defense and Local Council elections that occurred in November and analysis of a mid-term opinion/satisfaction poll on the Cabinet's performance. Further, The Southern Journal features an article from Qvait on the changes the Frontier/Stronghold update will bring for defending and an interview with former Local Councillor and Ministry staffer Murelia. Finally, this month's TSJ features a spotlight on the South Pacific's embassy region, the Realm of Balder.

TGW-TSP Weekend of Wargames


The Grey Wardens and The South Pacific Special Forces hosted a variety of events this weekend including joint R/D wargames, game nights, Theme Thursdays, and general mischief in a celebration of mutual cooperation and friendship between both regions. Participants engaged in chasing/triggering practice and mock liberations followed by some Cityguesser and Skribbl.io where we all learned how bad we are at geography and drawing. This was a wonderful opportunity not only to enjoy extra shitposting with friends but also to offer higher training to those wishing to polish mechanical skills and gain officer-level experience in operations.

Thanks to all who participated and looking forward to future success together!

TERMINATION OF SEASHELL ACCORDS

24 January 2022

Usually, when a treaty is ended, it's either because of a falling out between the signatories, or because one or more of the signatories have ceased to exist as entities. It doesn't always have to be this way, however.

Earlier this month, representatives from the South Pacific and Conch Kingdom came together in a diplomatic setting to discuss, among other things, the state of our alliance. When the Seashell Accords were ratified in 2017, it certainly made sense on paper, with two unaligned (if differently leaning) regions that had similar themes and vibes. But even as early as mid-2018, it became apparent that this assessment did not hold up to scrutiny, and our relationship became a relationship in name only. With this reality in mind, both sides agreed that a parting of ways is appropriate, and in the spirit of our shared oceanic theme and chill vibes, do so in the most amicable way possible.

With all other legal requirements now met, I have posted the notice of withdrawal consistent with Article VIII Section 2 of the Seashell Accords, which means its terms will cease in 5 days from now. As a token of our goodwill and amicability, both sides have agreed to let the embassy between our regions remain. We wish Conch Kingdom all the best in their future affairs.

The old sea Captain laughed, exposing the gaps between his front teeth. "That's just the grabbers!" he chuckled. "Don't worry none about it, son, they don't mean you no harm."

Standing up, Mr. Kazaman wiped a barnacle from his pants and regained his composure, nearly slipping on the deck as he did so. "I do say, Captain Roavin, the fauna of the South Pacific made for me nearly as unpleasant a welcome as that which your beef stew gave me some nights ago. If you can even call it beef!"

"Tar, you old dog!" roared the Captain, saltwater dripping from his long beard. "You just wait until we get beneath the ground, young feller! No axe can save ye from the clutches of what lurks down there. Now say you like me cookin', or I'll toss ye right back to Ol Briney's embrace!"

The Balder delegation were amazed by the many sights
found below the seas of the South Pacific.
Kazaman gulped. He couldn't decide what was worse: a suffocating end in a watery grave, or another night in the privy after dinner with Captain Roavin. He quickly resolved that though the stew may be unpleasant, the ocean is eternal, and he would rather find himself on the right side of the porthole when the time came to go submarining. Later that night, he scribbled wildly in his journal of all the sights and sounds of the South Pacific. The King of Balder would surely be stupefied by his recounting the many creatures of the depths which came to greet him that week.

Your Royal Highness, he began his letter. It has been a most wondrous few weeks aboard the Lady Meridiem. I have no doubt in my mind that my mission here will be fortuitous. I have become companion to the rollicking Captain Roavin and his crew of tarpaulins on a tour of the vast ocean these folk call home. Soon, I am told, we are to begin our voyage beneath the sea in a novel invention they call a sub-marine. We are then to make an expedition to the centre of the Earth, whereupon I will tunnel with these good people back to Balder for the planned festivities. The people of the South Pacific are warm and kind, with a fondness for drink and socialization. The same cannot be said, however, for the creatures of their waters...

The Coalition of the South Pacific and the Realm of Balder have the pleasure to announce the ratification of the Pact of the Centre of the Earth. The Pact was officially approved by both Legislatures in the past few days, bringing into force a pact of non-aggression between our two regions. If one were to dig a hole roughly from Scandinavia through to the other side, they would emerge in the South Pacific -- thus, it is only fitting that we style our agreement in reference to this.

The Pact provides for mutual recognition between the Coalition and the Kingdom, prevention of hostile acts against each other, and the construction of embassies to further interregional ties. The vote was passed with an overwhelming majority of support in both regions.

The South Pacific would like to thank the government of Balder, particularly Kazaman and Fuzzy, for their cordiality during negotiations, and toast to the success of our two great regions. Today we herald a renewed era of good relations for Balder and the South Pacific, and invite any interested Balderans to visit our warms sands -- cocktails and beach chairs (and protection from sea creatures) are on the house.

Balder likewise would like to thank Prime Minister HumanSanity and Minister of Foreign Affairs Roavin from the South Pacific for their enthusiasm during negotiations, and to the people of the South Pacific for putting their trust that we can renew ties and find friendship again.

PACT OF THE CENTRE OF THE EARTH


Article I. Mutual Recognition of Government Legitimacy

Section 1. The signatories to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend that recognition to any government otherwise represented.

Section 2. Balder shall be authoritatively represented by the Monarch, or the heir apparent in case of an absence, as well as the Statsminister or a substitute duly appointed by the monarch.

Section 3. The South Pacific shall be authoritatively represented by the government of the Coalition of the South Pacific, embodied principally for these purposes jointly by the Prime Minister as head of government and the Minister of Foreign Affairs, unless the Council of Regional Security, as the Coalition’s security institution, lawfully declares a state of emergency, in which case it shall be authoritative for the duration of the state of emergency.

Section 4. Should the government of either signatory change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

Article II. Security.

Section 1. The signatories shall respect the sovereignty of the other, encourage that respect amongst their partners and allies, and acknowledge that with sovereignty comes the right to govern themselves in the way of their choosing.

Section 2. The signatories shall not attack the home region or any territory of the other signatory.

Section 3. The signatories shall not seek to destabilize or overthrow, either directly or through a third party, the governance of the home region or any territory of the other signatory.

Section 4. The signatories shall not conduct clandestine operations, espionage, or other forms of spying against the other signatory.

Section 5. The signatories shall not conspire to violate any of the acts described herein.

Section 6. The signatories shall, in good faith, report any known threat or concern related to the other signatory’s security, to the other signatory.

Article III. Cooperation.

Section 1. The signatories shall share in-game and off-site embassies in order to allow cross-posting. If an illegal delegate of a signatory region closes the in-game embassy with the signatory region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.


Article IV. Deposit and Clarification.

Section 1. This treaty shall be deposited in the community forums of each signatory such that the authoritative representatives can access it.

Section 2. The signatories to this treaty shall undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Section 3. At any time, the signatories may meet to clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.

Article V. Suspension of Terms and Termination of the Treaty.

Section 1. Either signatory may suspend the terms of the treaty if the other signatory has materially breached its terms, until such a time that both signatories peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

Section 2. Either signatory may terminate the treaty with a public notice to the other signatory, effective after five days.
