That man there is a Defender. As the title suggests, he Defends. In this case, he defends regions against anyone, and I do mean anyone, who want to take them over. He's a bit of a killjoy and most of his ilk support the status quo no matter what, even if it makes the game exceedingly boring.

On a side note, though, those in this thread are right. Can't do anything against a region with a founder that has a non-executive WA delegate. Not while the founder nation still exists at least.

Now, falling short of getting your revenge on your intended target of International Union, might I suggest getting some revenge upon the Defenders that sold you out Bell?
