It might be a better idea to ask UCR's to "categorise" themselves; Roleplay, Politics, Communist, Capitalist, etc....

Splitting it up would make it a bit more difficult to navigate you'd have to know which list a region would end up in first.

Size would be the most preferable. The problem with size though, is that you'd have to re-update the list periodically to account for changing regional sizes. Alphabetical, therefore, is probably preferable, simply from the fact you'll have to do less work.
