Custom classifications?

I've seen a lot of people with custom classifications and I was wondering how to do it. I understand that this may be population based, but I would just like an answer.

It is indeed population based. Once you hit 500 million it is an unlocked field.

If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.
