It's time for the flags of the week! This week focuses on some of our active RMB contributors.

Capitalist Order

Capitalist Order's flag has two colours but is quite unique. It is almost a tricolour like the French, but the middle yellow bar extends outwards in triangles. Inside is a blue laurel, a favourite of mine.

Cyll

Cyll's flag has four colours: two shades of blue, black and yellow. The centre of the flag features a yellow tree which really stands out because of both the shapes & the colour contrasts.

Steffenhalen

This flag might be one of my favourites of all time. It has a black Nordic Cross, with a box in the middle for a star and then a red background. The background is a bit strange and is almost clay like, but it makes me love this flag even more.

Oakrug

This flag is pretty cool. It has two colours, light blue and white. Surprisingly the Sun with a face is visible despite when it is white on white due to a light shading that is very well done.

When I was thinking about giving this speech, the phrase I thought of most when describing his efforts were everyday hero. Despite being a rather large figure, as all pandas are, his work too often goes unnoticed. It might not always be as flashy, but it is the type of work that is most needed in our region and that we need to recognize more. In recruitment alone, he has sent over 40,000 recruitment telegrams which is more than anyone else who has served as President.

His work in the Europeian Broadcasting Corporation, being the heart and soul of the EBC Wire program is consistent and relentless. Out of the 1,367 EBC wire updates, he has contributed 1,235 of them. Over 90 percent of them. The next highest person has 27. That thread has been viewed over 452,900 times. Imagining how much of a difference that has made for our region is difficult to comprehend. This is in addition to his numerous achievements and long service in the executive, judicial and legislative branch. It is also without mentioning the sheer joy he brings to those who listen to the radio. As such, I am announcing an ovation for Calvin Coolidge.

While there are a few people deserving of an ovation, there are none more deserving than Calvin Coolidge. He is inspiring and someone we should all aspire to be more like. To be great in this region like Calvin is, you do not have to look at attaining positions. Rather by working hard, putting the community first consistently you can achieve amazing results while helping make Europeia an incredible and better place. Thank you for all the incredible work you have done for us and hopefully will continue to do for us!

It is a great honour to be able to present the Treaty of Anubis, a full treaty with the game created region Osiris. While Osiris is a game created sinker region that was known for its political instability, in the past few years it has since become a very stable, highly respected and strong region. More importantly they have become a good friend to our Republic. This treaty will allow us to forge even closer bonds with Osiris and enjoy greater cooperation with them so that we may make an even greater positive impact in NationStates.

Treaty of Anubis

WHEREAS, the Osiris Fraternal Order ("Osiris") and the Republic of Europeia ("Europeia") have developed and strengthened a natural alliance between the two regions, and

WHEREAS, Osiris and Europeia wish to formally declare their friendship and alliance, as well as the treaty undertakings set forth herein;

NOW, THEREFORE, Osiris and Europeia agree as follows:

1. Sovereignty

(a) Europeia will recognize only the legitimate government of Osiris, as determined by Osirian law, as representative of the Region and People of Osiris.

(b) Osiris will recognize only the legitimate government of Europeia, as determined by Europeian law, as representative of the Region and People of Europeia.

(c) Neither region will pass or otherwise create a law that cedes sovereign control of its government to a third party.

2. Military Undertakings

(a) Neither Osiris nor Europeia will engage in military hostilities against the other, nor against one another's protectorates which have been established by regional law and communicated to the other signatory. Participation by Osiris and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.

(b) To the extent practicable, Osiris and Europeia shall provide the other defensive military assistance in case of an attack.

(c.) Both Osiris and Europeia shall not cede their sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.

(d) Osiris and Europeia shall aid each other in Delegacy transferrals when requested.

(e) Osiris and Europeia will collaborate militarily for the combined benefit of both regions when practical.

3. Intelligence Undertakings

(a) Neither Osiris nor Europeia will set spies on the other. For this purpose, a "spy" is a person acting under false pretenses in one region, without that region's knowledge, and at the direction of the other region's legitimate government.

(b) Osiris and Europeia each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or the region's forum provider, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service or the need to protect sources.

(c) Osiris and Europeia will each make it a violation of their internal laws to spy on the other, if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this section shall be deemed self-executing.

4. Diplomatic Undertakings

(a) Osiris and Europeia shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

(b) Osiris and Europeia shall maintain off-site embassies (i.e., on their regional forums), consistent with facilities provided to other allies.

5. Cultural Undertakings

(a) Each signatory will endeavour, where appropriate and/or possible to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions and university sharing events.

(b) As soon as practicable following ratification, Osiris and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

6. Recruitment Undertakings

(a) Neither Osiris nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. Owing to the status of Osiris as a Sinker region, Europeia may send recruitment telegrams to nations in Osiris within 48 hours of the nation being founded or refounded. "Recruitment" is defined as the communication with a nation with the intent to encourage it to move regions.

7. General Provisions

(a) This treaty shall take effect when it has been ratified by the duly authorized legislative bodies of both Osiris and Europeia.

(b) Upon ratification, this treaty shall be the sole bilateral treaty between Osiris and Europeia, superseding any prior written documents describing a relationship between the regions.

Okay, I normally pass up the chance to snipe at bad rhetoric, but what in the world makes this document "historic"? It's only just been ratified, to imply that it's a historic document when it's less than a day old seems just a tad taken out of the "pick an adjective that makes this treaty sound more important than it is" book. Now, should this treaty stand for years and lead to great cooperation between the two regions, then sure we can call it that. However, you're jumping the gun here pal.

I'm interested, however. Now that Europeia has officially signed a treaty with The Osiris Fraternal Order, does it intend to repeal the Persona Non Grata declarations of those who it PNG'd as a result of the Spring 2016 coup that preserved The Osiris Fraternal Order? It seems rather odd to enter into such close accords with Osiris, but keep the people who established this present Osiris regime PNG'd from Europeia.

Nice to see something such as this in writing. Its a good precedent to set.

What I found interesting is the absence of Europeia's standard "We won't support a coup!" clause. It was put in TSP's treaty which was repealed this year. It's still on the books in TNP, TWP, and Balder - so it's not like they can't support a coup anytime soon without either rewriting those treaties or violating them, but the absence of the clause seems curious given it was standard practice, especially in '12/13.

In the case of, say, civil wars in Lazarus or TSP (16/17), Europeia was expected to consult TSP, TNP, Balder, and TWP before supporting Hileville/Funkadelia militarily. I wonder if the Euro delegation just didn't trust the Osiris consultations to go the way they wanted, or if this is a part of a wider foreign policy shift (a departure from their old charm offensive) they're starting to put in place?

The East Pacific has always had a special place in my heart, being the first feeder I ever became a member of. For years however, The East Pacific has bent more towards isolationism and doing just enough domestically as necessary. However underneath Yuno and a new generation of reformers, this sleeping giant has awakened.They have reformed their military by adopting the reformers that Yuno herself implemented in The West Pacific. The East Pacific has also greatly increased their proficiency and strength in the World Assembly as well as overall general activity.

I am excited for what the future holds for both of our regions.

Treaty of Klunvorden Between The East Pacific and Europeia

WHEREAS, The East Pacific ("The East Pacific") and the Republic of Europeia ("Europeia") have developed and strengthened a natural alliance between the two regions, and

(Europeia, January 25th, 2018) - Election season has returned, and this time electing the Chair of the Citizens Assembly (CA). In spite of polls run by the Ministery of Communications, this election turned out to be a close contest featuring incumbent Chair Airbus, and CA regular Alan Lee, with the final result being 38-30 in spite of polls saying Alan would receive almost no support.

Both candidates' platforms overall remained very consistent with past Chair elections, promising things such as improvements on the Legislative Training Center (LTC), with a few changes.

Airbus notably promised expedited work on Constitution VI which would of course in turn be handed to the Senate. The platform reasons that most of the Senate’s recent work has been on Constitutional amendments, stating that the current Constitution is a “sick document”, and every time the Senate works on a fix it runs a risk of making an unintentional mistake.

"Many will say it is unnecessary. But most of what the Citizens’ Assembly and the Senate have been passing recently were constitutional amendments. To take a funny analogy, we are like Scrat from Ice Age 2, where that poor squirrel desperately tries to block the growing number of holes, but gets overloaded. This is how we are behaving with our Constitution. Amendment by amendment, we are trying to cure a sick law, taking the risk of making errors every time. It is fortunate the Senate caught their last error soon after the vote, not just before a court case. But we cannot continue to play with our chance. We must write this Constitution."

Alan Lee's notable promise was an increase in the volume at which the Mockingbird, which is the assembly's newsletter, is delivered to every one to two weeks.The current status of it usually being put out once a month or once a term, depending on how the Chair handles it.

"The Citizen’s Assembly’s official publication, The Mockingbird, is currently an end-of-term paper. I believe, however, that it should be a paper published every two weeks. Why every two weeks, you may ask? Well, different from the end-of-term schedule, this gives a convenient quick read for any on gone for a while and as well for people who aren’t very active the ability to quickly read through what happened for the last two weeks."

With the incumbent retaining his seat, the possibility of a new Constitution will make for a most interesting term.

(Europeia, February 12, 2018) - Public attention to presidential inactivity had been stoked with the publication of an anonymous submission to the E-News Network, titled "Are Things Actually Happening?" The article accused the Executive branch of inactivity and a lack of work toward the goals delineated in President Rach's campaign.

Four days later, President Rach posted a challenge in the form of a crossword in the Republic Square, a forum known for informality, and which had seen great activity from the President. There, Supreme Chancellor Lethen voiced the accusation that the President was "spending more time making [Republic Square] threads and being on Discord than actually responding to the citizenry about concerns raised", defined as lack of direction of Ministers. Despite the growing anxiety of an inactive Presidency, still no explanation had been posted. President Rach quickly responded by attacking the Supreme Chancellor and Administrator. No apology was issued.

As a result, Senate candidate United Vietussia posted in the Grand Hall urging for a petition to trigger a No Confidence Referendum, on the grounds that she had neglected the office of the Presidency, harshly attacked Supreme Chancellor and forum Administrator Lethen, shown more interest in Discord and the Republic Square than the Presidency, and failed to provide guidance to her Ministers. Most signatories included a rationale with their signatures, claiming that, although they would have given a chance to the president for the inactivity, the behaviour she has shown towards Lethen, as well as loss of confidence by her own Cabinet, was enough to justify a Vote of No Confidence.

As 14 signatories had signed the No-Confidence petition out of 17 needed signatures to trigger the referendum, the effort was cut short as President Rach resigned in a speech named "Tears Come from the Heart". Explaining that the recent events the region has crossed had left her jaded, she denounced a game that made her feel "increasingly stressed and paranoid.". She went on to reveal she had been considering resignation and taking a break long before the Crossword Events due to other events including a stalking incident, claiming that "These past few weeks have been one of limbo and withdrawal for me, where I have debated whether I should take a break from the game/quit.".

Vice President Malashaan immediately became President of Europeia upon Rach's resignation, and has already published a speech dubbed "Here We Are Again", where he declares "We need to take a long hard look at what we collectively want Europeia to be, as how we can best implement that". The new president has yet to appoint a new vice president to help lead the administration in its second half. Despite a shaken region, President Malashaan can count on an active Cabinet whose work he has complimented both in his speech as vice president and in his speech as president of Europeia.

Leaving aside anything that went on internally, since I don't know the details, I will say that Rach is not alone in her attitude toward what this "game" (I use that term loosely at this point) has become. Toxicity and how to combat it have replaced gameplay, in its entirety. I'm not surprised to see Rach demoralized and wondering if she should continue playing; I've recently scaled back my involvement as well, for similar reasons.

Again, none of this is directed at Europeia specifically, I'm talking about the broader game in general. I wish Rach well and I hope she sticks around NS.

(Europeia, February 18 2018) - The first day of the week was a busy one in Europeia. In political news Calvin Coolidge's ovation was underway celebrating a long and successful career from him. The Chancellery also opened Standing for the Senate election, which took place on February 16. From the executive a successful operation against three regions was announced. The Ministry of Culture also released an update on its activities and the Ministry of Communications released a mid-term address.

The beginning week was also very turbulent for the executive with a petition to call a Vote of No Confidence against then-President Rach was submitted, which was then rendered irrelevant by her resignation. Following her resignation President Malashaan released an address. President Malashaan quickly nominated Culture Minister Writinglegend for Vice President and Comrade Prim to replace him in Culture. Both were confirmed by the Senate within a day.

The executive branch released multiple speeches this week. First, President Malashaan announced the closure of the internship program in address to the region. That same day newly confirmed Vice President Writinglegend released an address. The new Culture Minister Comrade Prim also released an opening address. The next day President Malashaan kept his three day string of speeches alive with a short Valentines Day address. Finally, the Ministry of Communications released a list of inactive private media outlets in an attempt to trim the fat on that portion of the forum.

In legislative news, the region selected a new Senate this week. Aexnideral Seymour, Calvin Coolidge, Darcness, Ervald, GraVandius, Olde Delaware, Peter John Chamberlain, United Vietussia, and Yuno all stood for the 6 available seats. After a relatively slow election cycle Aexnideral Seymour, Calvin Coolidge, Darcness, Ervald, GraVandius, and United Vietussia were the winners of the General Election. The new Senate then quickly proceeded to begin deliberations on who will serve as their next Speaker, with Calvin Coolidge and incumbent Speaker GraVandius standing.
