Literacy Rate

I've been wondering, every so often I see nation fact books around with their nation's literacy rate in them. Since NS doesn't actually provide you with a score for literacy rate, does anyone know of a decent way to derive a number from what statistics you do have access to?

People usually mention that it's something to do with how much a nation spends on Education. As an example, I currently spend $924,948,498,867.84 on education, which is 17% of my GDP. What sort of Literacy Rate do you think that would amount to, and how do you come up with this number? Thanks.

(It's for a bit of a project I'm working on :p)

Check out SunsetRPG. It is not the be-all-end-all calculator but it is what a lot of nations use.
