Who make the decision on what happens to my country.

Ok, first, when I answered the questions for politics I was ask, “Is better to deter criminals or rehabilitate them.” I said that I agree that it was better to deter criminals. How is crime a serious problem in my country? I am willing to debate this, but I want to know who decided that rehabilitating is better that deterring.
Second, I made a wrong policy for my country. How can I change that? I can elaborate I y’all need me too. Please help.

Deterring is usually better for preventing crime, as that puts more of your nation's funding into the police force (I think?).

There were probably a few other decisions that you made that caused your crime level to heighten.

This can be fixed by answering issues, and especially by answering issues in a fashion that would raise your nation's defense and law and order budgets.

Thanks, I do have more money going to Law and Order now, but crime is still a serious problem. Anyway, if I were to join a region with a couple of my friends can we pass regional legislation? The reason I am asking this is, because my country is corrupt. This happened because I gave companies the right to give money to politicians. Although I do not know a lot about this subject, my view now is that the people should support who they wish to be in office. Giving that power to the businesses would be taking it away from the people.

Anyway, we someone makes a new issue to be given to the countries, how do they decide the effects?
