I've been around for nearly two years now, posting in the WA forums infrequently and passing one piece of legislation, the WAEC, yet I've never seen messages laid out in a letter format in the WA, as they often are in II. Why is this?

Because the WA is an assembly of delegates speaking to each other in a parliamentary setting (though it's admittedly hard to believe, given the boats, the biplanes, the duels, the ghosts ...). They don't need to send letters, they just turn on their microphones.
