After reading most of the material about Predator and the large controversy about it:
Because of the large dislike of raiders caused by "Predator" and its large effects that were detrimental to many regions which deteriorates Raider - International Community relations and could possibly ruin R/D gameplay, raiders may be in a state of extreme intolerance from the raided, natives, and defenders, due to "Predator." Because of a apparently similar situation that happened before with the Black Riders, which ended in the end of that region, the same situation could happen due to social and emotional turmoil. We need to stabilize this entire controversy, but we also want to let people know that:
-not ALL raids were done using "Predator;"
-this situation happened before;
-"Predator"-like applications aren't allowed, so future like-minded individuals won't make another "Predator" and repeat history.
Apparently, "Predator" was designed by a player that is a "Deleted on Sight" player. The problem that I see with DoS, though, is that though it immediately kicks out the offending player, but can potentially cause backlash and revenge from that player, who could create problems such as "Predator" to undermine existing safeguards in API and other Nationstates safeguards. We need to replace DoS with a more moderate punishment, because though it causes instant gratification (the deletion of a constantly offending player) to moderators and players, it can cause long-term backlash. I suggest that we could do something such as:
-Strike 1: Forum access denied;
-Strike 2: World Assembly Membership revoked from all nations; can no longer endorse or become a WA Delegate;
-Strike 3: Issues stopped for 48 hours; telegrams no longer allowed to be sent...
This gradually takes away "privileges" on NationStates, so when people begin to do bad, they start getting strikes. Getting your nation deleted without warning would certainly cause some people to get revenge, and that's how programs such as "Predator" get created.
